About The Position

The Assistant Clinical Lab Manager is responsible for the delivery of a high standard of health care consistent with the philosophy of quality and excellence. Reviews and updates documentation/records that establish compliance with policies and regulations affecting laboratory operations. Maintains proper staffing of the unit. Maintains responsibility for shift counseling, commendation, discipline, and performance evaluations. The incumbent will have a significant role in the administration or preparation of the departments or the organization's budget.

Requirements

  • Generally requires 5 to 7 years of related experience. Management experience is required.
  • Bachelor's degree in related field is required
  • Ability to analyze, organize and prioritize work accurately while meeting multiple deadlines.

Responsibilities

  • Reviews and updates procedure manuals on an annual basis.
  • Participates actively in the Performance Improvement programs.
  • Assures completion and presentation of employee performance evaluations on or before due dates.
  • Acts as a role model to employees by demonstrating exemplary personal and professional attributes.
  • Delegates appropriate tasks with commensurate authority and responsibility, while retaining accountability.
  • Assures employee empowerment and encourages employee participation.
  • Assures consistent and fair enforcement of hospital and departmental policies.
  • Provides comprehensive technical/administrative support in resolving routine and non-routine issues.
  • Offers innovative approaches in striving to improve the performance and environment of the work area.
  • Ensures and documents staff training, including orientation in accordance with (patient) age-specific standard operating procedures.
  • Maintains communication with supervisors and subordinates on a scheduled as well as non-scheduled basis.
  • Insures staffing within the resource constraints that reflect timely and accurate outcomes.
  • Assures equipment upkeep as well as proper inventory of supplies.
  • Reviews Quality Control for work performed, documents problems as well as corrective action.
  • Recommends and assists in the implementation of new equipment and test methodologies for the department.
  • Acts on recommendations for improvement.
  • Monitors ongoing service indicators to identify and correct poor performance and service.
  • Maintains required internal and external proficiency testing programs.
  • Monitors department performance and ensures compliance with regulatory agencies.
  • Provides initial departmental orientation and job training to confirm staff members' abilities to fulfill job expectations.
  • Provides on-going in-services, education and training to maintain and improve staff competence.
  • Motivates staff and fosters an atmosphere of teamwork.
  • Effectively recruits, interviews and selects new employees.
  • Supports the laboratory manager in adhering to the established budget guidelines.
  • Reviews and edits employee payroll promptly and accurately.
  • Attends Supervisory Staff meetings.
  • Conducts monthly staff meetings with all employees.
  • Reviews laboratory reports and critical values which serve as a review of patient results.
  • Ensures most efficient workflow pattern to achieve the shortest turnaround time.
  • Monitors laboratory adherence to established turnaround times.
  • Monitors employee productivity and adherence to age specific laboratory standard operating procedures.
  • Ensures documentation of Performance Improvement issues.
  • Interacts with physicians and nursing staff to solve and/or correct problems or expedite patient results.
  • Provides technical assistance to supervisors and/or technologists in trouble shooting instrument and/or procedure problems.
  • Assures documentation of unusual situations affecting patients and/or employees via incident reports in the Hospital Information System.
  • Reviews Quality Control records monthly and takes corrective action as appropriate.
  • Reviews Preventive Maintenance records monthly.
  • Ensures that linearity, instrument correlation, calibrations, and service (PM) are done as required by the accrediting agencies and as scheduled.
  • Ensures that laboratory and patient records are maintained for the period required.
  • Ensures laboratory compliance with requirements of all licensing and accreditation agencies and monitors laboratory adherence to these requirements.
  • Ensures that all proficiency testing surveys from outside agencies are received, completed and returned without transcription errors.
  • Reviews survey reports with staff. Documents corrective action taken based on results of proficiency testing surveys as directed by the Laboratory Medical Director.
  • Prepares written procedures for the operation and preventive maintenance of new instruments/methods.
  • Prepares and posts schedules of days off and holidays for staff at least one month in advance.
  • Reviews bench assignments as prepared by Assistant Supervisors/designee.
  • Prepares bi-weekly summary reports of overtime used, disciplinary actions, records of counseling, continuing education, attendance records (absences and tardiness), incident reports and injury/illness on duty.
  • Prepares and/or reviews employee performance evaluations and submits to Clinical Laboratory Manager for approval four weeks prior to due date.
  • Counsels and disciplines employees in accordance with Department and JHS policy as required.
  • Provides prompt positive feedback, including commendation letters for exemplary job performance.
  • Ensures appropriate and comprehensive orientation is provided for new employees.
  • Ensures complete training of all personnel on new equipment and documents completion of satisfactory training and competency.
  • Maintains records of staff training including: in-services, continuing education, and quarterly updates.
  • Actively participates and volunteers to perform effective presentations when requested.
  • Insures that competency testing is performed and documented on a timely basis, as per policy.
  • Assures the ordering of stock and non-stock reagents and other consumables.
  • Conducts special work related projects to evaluate instrumentation/methodology or to solve technical problems as needed.
  • Interacts with supervisors of other areas or their employees to ensure timely and quality patient care.
  • Monitors QA/QI issues, implements changes as required and submits reports to Laboratory Manager as scheduled.
  • Provides and posts a full year schedule for vacation and holiday rotation as per hospital guidelines.
  • Sustains 5S principle of the PEx Lean Process.
  • Uses staff efficiently by cross training employees to work different instrument/benches.
  • Monitors employees compliance with JCAHO (safety goals) and CAP requirements.
  • Is cognizant when employees are non-compliant with established policies and procedures, and implements corrective action as needed.
  • Assists with technical activities (lab testing, accessing, callback etc.) as needed to minimize test delays.
  • Actively participates and volunteers to perform effective presentations when requested.
  • Monitors staffing/workload patterns periodically revises as needed.
  • Develops policy and procedures manuals as needed.
  • Takes charge of the department in the absence of the Manager.
  • Completes assignments as scheduled. Assist manager with CAP preparation and inspection process.
  • Performs all other related job duties as assigned.
