Job Description Duties and responsibilities: Provide day-to-day legal counsel to the Executive Director, Executive Team, and CFX staff and independently handle matters of moderate complexity and escalate novel, high-risk, or sensitive matters to the General Counsel. Draft, review, and negotiate agreements and related documents, including real estate, procurement, technology, professional services, construction, and interlocal agreements, with a focus on clear drafting, risk allocation, and practical outcomes. Advise on public procurement solicitations, evaluations, award issues, contract administration, vendor disputes, and protest and claims matters. Provide real estate transactional support for CFX’s property and right-of-way acquisition needs and serve as lead facilitator for Right-of-Way Committee meetings, including the review of agenda items and supervising legal staff’s coordination with the Board Services Manager to ensure timely posting of each agenda. Produce clear, actionable legal memoranda and recommendations by researching and applying statutory and regulatory requirements to established facts in support of agency objectives. Draft and review policies, procedures, directives, and templates and develop practical guidance and provide training as requested. Advise on public records and open meetings compliance, including identifying potential exemptions and advising on timing and process. Assist with the management of outside counsel and other outside consultants, including reviewing invoices for accuracy and compliance with engagement terms and reviewing work product for clarity and quality. Other tasks as assigned.
