The Assistant Executive Officer is part of the executive management team for the Water Board. The position requires the development of policy strategies, high-quality stakeholder engagement as an executive-level representative of the Water Board, extensive inter- and intragovernmental coordination, and the supervision of eleven (11) units and three (3) managerial level professional staff, supervising the three (3) branches of the Board's organization, and works to expand employee and organizational skills to provide consistently high quality regulatory actions and documents, responsive customer service and compliance assistance through guidance and formal training.   • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.
  • CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

  • Knowledge of policies and plans adopted by the Regional Board and the State Water Board and the laws and regulations governing the protection and restoration of water quality.
  • Demonstrated knowledge of State Water Boards Enforcement Policy, Porter Cologne's Water Quality Enforcement Provisions, and Supplemental Environmental Projects Policy.
  • Experience in preparing and delivering presentations to Boards, other government agencies, and the public.
  • The ability to maintain composure in adversarial situations.
  • Demonstrated ability to interact and communicate effectively with both an organization and outside partners such as State & Federal officials, local government, special interest groups, and the public.
  • Experience with issues such as climate change, environmental justice, Human Right to Water, and emerging pollutants.
  • Ability to facilitate communication among a multi-disciplinary staff.
  • Willingness and ability to travel within California on a regular basis.
  • Sensitivity to the need for increased public outreach and maintaining good relationships with stakeholders.
  • Possession of personal characteristics including integrity, initiative, dependability, tact, and sound judgment.
  • Possession of a bachelor's degree in environmental, sanitary, civil or chemical engineering; biological, environmental, or physical sciences, including geology; public or business administration; law or a field related to any of the foregoing.
