About The Position

The Assistant Enforcement Programs Manager serves as the primary coordinator of the Administrative Adjudication (AA) process, which entails preparing documentation concerning legal actions and code violations necessary to create the monthly AA docket; maintaining accurate case records; serving as the clerk for AA hearings; preparing and sending reports to AA respondents; and managing the collection of fines associated with AA hearing proceedings. Additionally, this person is also responsible for monitoring reporting portals related to residents' concerns, responding to complainants, entering and managing reported complaints, working directly with inspection staff to schedule required site visits, and engaging with violators to bring cases to resolution.

Requirements

  • Strong interpersonal communication skills to be able to provide information, guidance, or assistance to internal and external customers
  • Gathers, organizes, analyzes, examines, and/or evaluates data or information.
  • Possess ability to keep accurate records and maintain confidentiality
  • Reads technical instructions, charts, and/or procedures manuals; composes routine reports and completes job forms; speaks compound sentences using standard grammar.
  • Performs semi-skilled work involving set procedures and rules but with frequent problems; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
  • Associates degree with 2 years of supervisory and/or project management experience, preferred
  • High School diploma or general education degree (GED) equivalent with 4 years of supervisory and/or project management experience.
  • Requires strong working knowledge of the Microsoft Office suite, a good understanding of computers and technology, exceptional people skills when working with the public and professionals and be able to multitask while performing multiple tasks.
  • Possess strong verbal and written communication skills
  • Ability to multitask and prioritize workload to meet deadlines is required
  • Ability work well both individually and in a team atmosphere is required.

Responsibilities

  • Perform various administrative tasks, including but not limited to creating correspondence and documents, processing, filing and maintaining records, answering phone calls and emails, scheduling staff inspections, preparing monthly AA dockets.
  • Confer with and provide information to property owners and others regarding code requirements and County policies and procedures and wherever possible, resolve complaints and problems.
  • Serve as clerk for AA hearings
  • Process and/or oversee the processing of financial payments.
  • Coordinate the collections process for unpaid fines (including coordination with the County's collections vendor and the State of Illinois Local Debt Recovery Program).
  • Monitor issue reporting portals, document and maintain accurate records of complaints, inspections, and actions taken; prepare written reports and correspondence and issue notices to correct code violations.
  • Serves as working manager in conjunction with the Code Enforcement Manager, responsible for investigations and enforcement efforts.
  • All other duties as assigned.
