About The Position

The Assistant Director – Finance - Office of Housing and Community Empowerment plans, directs, and provides executive management for the operating budgets activities. Oversees subordinates, reviews operations, provides administrative direction, and ensures effective departmental performance.

Requirements

  • Thorough knowledge of business principles, practices and techniques used in department management.
  • Knowledge of federal grants, CDBG, HOME, ESG, HOPWA, ARPA and/or others and general fund budgets.
  • Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
  • Ability to research financial metrics, forecast future requirements, analyze budget, and make recommendations.
  • Ability to plan, direct, and coordinate the work of others through subordinate staff.
  • Communicating effectively orally and in writing
  • Ability to negotiate contracts, produce effective marketing, and work with a diversified group of people.
  • Establishing and maintaining effective working relationships.
  • 7 years working in a municipal government setting performing budget management or related accounting.
  • Bachelor's Degree in Finance, Accounting, Public Administration, or other Budget related field

Responsibilities

  • Oversees, reviews, and evaluates budget allocations, employee assignments, objectives, operations, and general performance of subordinate managers and supervisors; makes recommendation to Director and reassigns resources where needed.
  • Coordinates programs and resource allocations with department executives and other department heads; monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available resources.
  • Evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.
  • Oversees, manages, and supervises finance staff which includes hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained; reviews and approves personnel actions.
  • Coordinates and facilitates all special research requests and compiles responses with the City Manager or City Council to provide accurate and timely results; forecasts budget requirements, analyzes financial data, and makes sound recommendations for implementation.
  • Oversees general administration of the department including department's operating budget with review of significant variances to resolve budgetary problems.
  • Identifies areas of quality management to enhance productivity through improved work procedures, practices, communication, and accountability; provides training and evaluation of personnel, processes, and procedures.
  • Performs any and all other work as needed or assigned.
