About The Position

Assists in all phases of the modernization and technical services of Oklahoma City Housing Authority and Community Enhancement properties. Supervises Technical Services Inspectors, Shipping/Fleet Service Coordinator, and Cost Center fee for service staff including the following construction trades: plumbers, electricians, HVAC, exterminators, and grounds. Supervises all Technical Services staff in absence of Director of Technical Services. ACCOUNTABILITY: Directly responsible to the Director of Technical Services. EXAMPLES OF WORK PERFORMED: Maintains background information relating to housing goals, needs, and condition(s) of housing and established housing programs on Authority owned properties and in city neighborhoods where Authority sponsored programs are in effect or being planned. Assists in coordinating work between Fee for Service and Property Staff to ensure satisfactory performance. Ensures efficient work-order performance by Technical Services personnel, effective completion times and adequate billing of work performed. Inspects units for modernization needs, as necessary, and provides estimates for repair costs. Prepares specifications, rudimentary drawings and addendum(s) to encompass work requirements. Develops modernization schedules to support established turn-around times for modernization programs. Monitors progress toward meeting contract schedules, documents delinquent schedules and assists in the preparation of delinquent notification to the Contractor. Assists in the coordination of modernization work with Architect, Engineers, Authority staff and HUD in planning and organizing all phases of contract administration for existing properties or other activities. Reviews plans and specifications provided by Architects and Engineers. Supervises/coordinates inspection of public housing unit construction while in progress and after completion of work. Reviews submittals and construction schedules. Evaluates change order proposals for estimated cost accuracy. Coordinates with Affordable Housing Construction Specialist on inspections of affordable housing unit modernization while in progress and after completion of work. Reviews submittals and construction schedules. Evaluates change order proposals for estimated cost accuracy. Attends bid openings and ensures correct Authority/HUD contracting procedures were performed and all deviations are resolved. Monitors all active contracts for modernization/development which may include: in-process and final inspections; contract compliance documentation; and accurate completion documents as required by Authority/HUD policy/LIHTC/local building code. Assists in preparing, reviewing and monitoring Cost Center Budget, and Capital Fund Budget. Reviews initial Contractor application for inclusion on list of approved Contractors, verifies references and conducts orientation interviews. Assists with operations of Technical Services Department and ensures compliance with HUD procurement policies and OCHA procurement policies and procedures. Performs other duties as assigned.

Requirements

  • Bachelors Degree in construction management, public administration, engineering, architecture, or a related field; or a minimum of five years actual rehabilitation and modernization work, or equivalent combination of experience and education.
  • Knowledge of construction, and applicable laws and regulations relating to the modernization of public housing projects.
  • A minimum of three years of supervisory experience.
  • Perform efficiently and effectively with little or no supervision, communicate effectively and courteously with people and retain proprietary information as confidential.
  • Ability to comply with Authority attendance policies.
  • Possess a valid Oklahoma Drivers License with an acceptable driving record.
