About The Position

The Assistant Director of Programs at Workforce Solutions Alamo is responsible for overseeing the implementation and administration of formula-funded grants and workforce initiatives. This role involves providing technical assistance, managing program compliance, and ensuring effective service delivery to enhance workforce development in the region. The position requires strong leadership skills and the ability to work independently while collaborating with various stakeholders.

Requirements

  • Bachelor's degree from an accredited college or university required; Master's degree preferred.
  • Minimum of 6 years of experience related to workforce development programs, including strategic planning, policy development and implementation, program evaluation and/or oversight, compliance and/or programmatic monitoring, contract management, oversight of subgrantees and/or service provider operations and policy implementation, administrative management, or supervisory capacity.
  • Strong working knowledge of local, state, and federal laws, rules, regulations, policies, and procedures applicable to Workforce Development programs.
  • Ability to gather, assemble, correlate, and analyze facts; devise solutions to problems; develop and evaluate policies and procedures; plan, implement, and coordinate agency programs; prepare reports; maintain a thorough understanding of performance measures; communicate effectively; and train, schedule, assign, and/or prioritize the work of the staff assigned.
  • Comprehensive knowledge of local, state, and federal laws and regulations related to workforce development and procurement.
  • Expertise in program management, including planning, implementation, and evaluation.
  • Strong leadership and project management skills, with the ability to manage teams and coordinate across departments.

Responsibilities

  • Manage and provide professional level direction to staff that provides consultative and technical assistance services to agency contractors and service providers for workforce programs and operations.
  • Direct and approve production of detailed analysis and presentations to Workforce Board committees and full Board of Directors.
  • Direct staff in the development and integration of effective efficient methods and procedures.
  • Research and implement best practices for all services provided.
  • Manage the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
  • Lead staff in the design, development and implementation of special projects and initiatives.
  • Direct contractor meetings and consult with other agency managers and contractors to identify/resolve problems and increase program effectiveness.
  • Identify requirements for and implement new programs to meet needs.
  • Determine trends and resolve operational problems.
  • Provide direction and technical assistance to agency contractors, service providers, and program staff, ensuring effective implementation of workforce programs.
  • Oversee the development and integration of new program methods, tools, and procedures to enhance service delivery.
  • Lead meetings with contractors to address program challenges, coordinate activities, and identify opportunities for improvement.
  • Collaborate with other departments to ensure synchronized initiation, monitoring, and renewal of contracts that align with program objectives.
  • Oversee special projects and initiatives related to workforce programs, working closely with internal and external stakeholders to ensure successful implementation.
  • Seek and secure new partnerships to ensure program enhancements.
  • Coordinate with quality assurance department to conduct DOL and contracted monitors.
  • Oversee the development of program policies and procedures, manuals, standards, and plans in accordance with program objectives and goals.
  • Proactively oversee compliance with program policies and procedures, statutes, and rules and take corrective actions as needed.
  • Conduct periodic evaluations of program performance and contractor effectiveness, recommending improvements and corrective actions as needed.
  • Maintain databases for tracking program performance, contract timelines, and shared documents like reports and data.
  • Oversee the development and implementation of effective techniques for evaluating agency programs.
  • Manage the completion and monitoring of required performance reports and recommend appropriate changes and actions to improve contractor performance.
  • Initiate studies and analyses of operations/problems and prepare reports of findings and recommendations.
  • Develop and implement training programs to enhance the capacity of program staff and contractors.
