About The Position

Performs high-level management work planning, directing, supervising, and reviewing the work performed by engineering, construction, and administrative staff at Charlotte Douglas International Airport. Oversees a widespread development program which will cost $3.5 billion over the next five years, namely the 4th Parallel Runway Program and South Ramp Expansion Program, and other mega-programs and projects spanning airside, landside, horizontal, and vertical scopes. The exercise of considerable independent judgment and initiative is expected, and extensive public contact is involved. Maintains effective working relationships with tenants, City departments, co-workers, the public, contractors, and regulatory agencies. This position requires considerable work in the open movement area of Charlotte Douglas International Airport and the surrounding area. This work requires strict adherence to building codes and all FAA, TSA, NCDOT, City of Charlotte specifications and protocols to promote a safe and secure environment for all employees, tenants, commercial contractors, and the traveling public. This position manages projects and programs that involve civil, mechanical, structural, and electrical engineering and construction. Work may include, but not be limited to, paving (concrete and asphalt) of state or city-maintained roadways, taxiways, runways, shoulders, apron areas, airfield electrical improvements and demo, utilities and utility relocations, fuel systems, etc. This work may also include vertical construction such as aircraft hangars, terminal building construction and rehab, concourses etc. Successful delivery of construction projects on-time and within budget; experience in change management and compliance with applicable laws, rules, ordinances, and regulations; experience in all construction project phase services, including pre-design, design/pre-bid, bid, pre-construction, construction, and post-construction, as well as experience managing staff augmentation, contracts, and experience in government contract administration.

Requirements

  • Bachelor's Level Degree plus five years of experience
  • Master's Level Degree plus three years of experience
  • Considerable knowledge of the practices and methods of airport engineering, planning, construction, and community programs.
  • Knowledge of airport hazards, safety precautions, and federal regulations.
  • Effective organizational, strategic thinking, and reasoning skills.
  • Analysis and troubleshooting skills.
  • Ability to prepare and maintain budgets and budgetary controls.
  • Ability to make comprehensive recommendations to construction problems, which will improve the safety, quality, and productivity of the work performed.

  • Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.
  • Ability to provide direction, communicate effectively both verbally and in writing, and drive projects to completion and on schedule, to scope, and within budget.
  • Knowledge of federal, state, and local environmental and aviation agencies, and project eligibility and priority system for FAA, AIP, and PFC Programs, and state funding programs; possesses a working knowledge and understanding of FAR Part 77.
  • Knowledge of the principles and practices of modern airport administration and program management.
  • Thorough knowledge of Federal Aviation Administration (FAA) rules, regulations, and FAA advisory circulars pertaining to airport operations and development.
  • Ability to establish and cultivate effective working relationships with associates, contractors, consultants, airport tenants, labor unions, government representatives, and other City department representatives
  • Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit.
  • Ability to pass a background check in advance of start date required. Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Nice To Haves

  • Master’s degree plus five years of experience, or bachelor’s degree plus seven years of experience. Major coursework should have included an aviation-related field, business or public administration, engineering, or a related field. Experience must be related to airport engineering, planning, construction, and/or communities’ programs, and include considerable supervisory experience.
  • A professional engineering license is preferred.
  • Bachelor’s Degree and Professional Registration or Certification as a Professional Engineer.

Responsibilities

  • Coordinates and directs a large-scale construction program.
  • Engineering, construction, and management activities occurring on a 24/7/365 schedule.
  • Assigns and supervises the work of subordinates and consultants engaged in those activities, including establishing challenging standards and productivity goals with clear measurements.
  • Make comprehensive recommendations to construction problems which will improve the safety, quality, and productivity of the work performed.
  • Direct the team on the procurement of materials, supplies, equipment, bids, and professional services for large-scale construction projects.
  • Recommends procurement methodologies and construction delivery methods, including but not limited to design, bid, build; design-build, and Construction Manager at Risk (CMAR).
  • Ensures engineering activities are conducted in compliance with federal regulations (FAA Part 139 and TSA CFR 1542), state, and local requirements to maintain high standards of safety and security in all aspects of operation.
  • Conducts airfield studies, research, and surveys, analyzes, and interprets records and reports using technological advances to maximize results.

  • Prepares and reviews Request for City Council Actions.
  • Attends City Council Meetings in the absence of the Chief Infrastructure Officer.
  • Directs, supervises, motivates, and counsels to ensure effective performance and career development of all applicable staff.
  • Represents the Engineering Division in the absence of the Engineering Director.
  • Prepares and maintains project and program level controls, utilizing Project Management Information Systems (PMIS), to interface with Contractors and Engineering/Architectural consultants throughout the project lifecycle to manage budget, schedule, and risk.
  • Directs and reviews requests for proposals; negotiates contractual terms of projects between the consultants and the City; directs the preparation of monthly estimates of construction completed; prepares and approves expenditures from the capital and operating design and construction budgets; reviews estimates and reports prior to authorizing payments; makes final decisions regarding contract disputes; negotiates and resolves payment claims with contractors; ensures that contractors are advised of schedules required to minimize impact on operations.
  • Directs and participates in pre-construction and post-construction meetings with consultants, contractors, and other parties participating in the construction of airport facilities; represents the department at conferences, hearings, and meetings pertaining to engineering and construction projects; participates in various professional community affairs to encourage teaming and partnership opportunities with the private sector.
  • Monitors changes in security regulations and technological updates that may affect operations; develops and/or modifies policies for design and construction based on sound engineering practices; interprets sections of plans and specifications that may present construction problems and provides recommendations; directs, through subordinate managers, the inspection and testing of civil, mechanical, electrical and structural elements of airport capital improvement projects; ensures that all division engineering projects conform to time schedules, cost estimates and airport construction standards; directs staff to administer changes in plans to compensate for unforeseen field conditions that do not affect engineering or project design integrity; administers the preparation and signs all change orders for modifications to construction project plans; issues stop orders if major design changes must be made by design engineers or consultants; notifies the FAA of work changes to ensure continued funding participation
