General Description

This is an outstanding opportunity to join a dedicated team of human resources professionals in service of Broward County.  

The Assistant Director of Human Resources performs a variety of complex professional administrative, and technical human resources management work, including recruitment and selection, position classification and compensation administration, employee/labor relations, workforce planning, employee benefits and wellness, learning and employee development, and HR technology. This highly visible role assists in short and long term planning of the HR function and is heavily involved in executing HR initiatives.

The Human Resources Division prides itself on championing a culture of engagement, continuous development and performance excellence. The Assistant Director of Human Resources plays a key role in helping to continue the progress towards this vision.

This position advises employees and management in employment policies and procedures in accordance with all County, state and federal regulations and guidelines. Works with the HR leadership team to enhance HR processes, systems, and services to improve the employee experience and the efficiency of the County. Develops and presents training and presentations for employee groups on human resources and related matters.

The successful candidate will have extensive experience in multiple areas of human resources; strong administrative and organizational skills; exceptional written, verbal, and interpersonal communication skills; depth of expertise in specialized County functions and the ability to use this knowledge to develop policies and procedures; the ability to establish and maintain highly effective working relationships within the Division, Broward County agencies, and employees at all levels of the organization; and demonstrated ability to determine efficient and innovative ways to accomplish the Division, Department, and County's business strategies.

Minimum Education and Experience Requirements

Requires a Bachelor's Degree from an accredited college or university with major coursework in business or public administration, human resources management or a closely related field.

Requires eight (8) years of high level human resources administration experience or closely related experience including four (4) years of supervisory experience.

Special Certifications and Licenses

None.

 

Preferences

* Master's Degree from an accredited college or university with major coursework in business administration, public administration, or human resources management or closely related field.
* Active Human Resources certification (i.e., PSHRA-CP, PSHRA-SCP, SHRM-CP, SHRM-SCP, HRCI-PHR, HRCI-SPHR, or similar).
* At least four (4) years of public sector HR experience.
* At least two (2) years of experience using Human Resources Information Systems (HRIS) - (i.e., PeopleSoft).

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

* Completes a wide range of high-level project requests through research, analysis, and extensive verbal and written communications internal and external to the organization; directs staff selection, development of training and orientation program, performance monitoring and client satisfaction interviews.
* Collaborates with the Director in the development of division strategic planning objectives, and business plans; provides management coaching to division professional staff to ensure progress, completion and implementation of project deliverables.
* Manages administrative areas of the Human Resources Division, which can include budgetary, procurement, project management, and other operational duties.
* Identifies process re-engineering opportunities, leads teams to develop and implement process improvements promoting improved staff utilization and efficiency; provides management oversight to employee assistance program staff to include program initiatives, marketing/outreach efforts, and developing performance metrics.
* Works in partnership with Human Resources Officers, HR Generalists, and HR Managers to improve flow of information and the sharing of best practices, process improvements, and other opportunities for improvement.
* Participates, manages, and supervises activities essential to the effective operations of each of the HR division disciplines; develops and maintains procedural standards in response to activation activities and in collaboration with various agencies.
* Manages complicated special projects to include development of project plans, establishing timelines, and delegation of specific duties to produce final reports and/or recommendations for action; provides subordinate staff with projects and tasks targeted deadlines for completion, and any special instructions needed to complete assignments.
* Manages division emergency operation protocols.
* Performs related work as assigned.
