Under the supervision of the Health Fund Chief of Staff, the Assistant Director, Health Fund Product & Data Engineering at the 32BJ Health Fund leads the Health Fund data engineering and product development teams. This role will lead the design, development, and optimization of data-driven solutions that support Health Fund products and analytics. This role combines strategic leadership with hands-on technical expertise to ensure scalable, secure, and innovative data platforms. The idea candidate will partner with cross-functional teams to delivery high-quality data engineering solutions that enhance product performance, improve member experience, and support organizational growth.  The Assistant Director, Health Fund Product & Data Engineering supports the direction and overall data strategy that is focused on supporting the goals and the mission of the 32BJ Health Fund to provide best comprehensive health benefits to 200,000 32BJ SEIU Union members and their dependents. The team focuses on leveraging over 10 years of medical claims data, provider data and pricing data (internal and external) to inform improvements to the plan design, member navigation, direct contracting, and price transparency. The 32BJ Health Fund is at the forefront of leveraging data towards healthcare transformation and this role requires a strong and collaborative leader who is not content with the status quo, able to inspire, and who looks to form long-lasting internal and external partnerships.   • Supervise, develop, and inspire a team of talented Data Engineering, Product Development, and other technical professionals.
  • Motivate and gain the support of others to achieve organizational goals through emotional intelligence, accountability, and respect.
  • Work closely with the Health Fund leadership to develop a data strategy that allows for efficient use of internal data, external data, and price transparency tools to drive rational benefit design, contracting and support for existing tools that heavily rely on data (provider search tools, internal CRM, member portal).
  • Support strategy goals and objectives and work with cross-functional teams on key objectives.
  • Collaborate with the Chief of Staff to develop and execute the data engineering and product development roadmap aligned with organizational objectives
  • Propose and develop high level KPls and metrics to measure the effectiveness of technical initiatives in serving our participants and advancing our mission.
  • Facilitate and coordinate work on evolving data infrastructure architecture by collaborating closely with IT, Operations, and Health Fund leadership to support the full breadth of data projects and initiatives at the Health Fund.
  • Lead, with the Chief of Staff and cross-functional partners, the design and implementation of scalable data architecture and analytics solutions using Databricks platform.
  • Support the team's professional development, performance review and the hiring process.
  • Guide implementation of CI/CD practices using Azure DevOps for data and analytics workflows.
  • Collaborate with IT to evaluate and recommend new technologies and tools to enhance the data engineering ecosystem.
  • Foster a culture of continuous learning, collaboration, and technical excellence.
  • Provide strong and compassionate supervision to a diverse team professionals.
  • Partner with stakeholders to translate business requirements into technical specifications and data products.
  • Coordinate sprint planning, backlog management, and release cycles using Azure DevOps.
  • Ensure timely delivery of high-quality data solutions that meet business needs.
  • Support change management efforts related to the implementation, transformation recommendations, and business systems improvements.
  • Spearhead design discussions with the team to support the development, deployment, testing, and maintenance of high-quality solutions related to data analysis, data discovery, data pipeline automation, and roll-out compelling visualizations for business analysis.
  • Support a culture of data innovation within the team, with a mission-focused perspective to enhance the support we provide to participants.
  • Perform other duties as assigned by senior leadership and executive team.
  • 5+ years of experience in data engineering, product management, analytics, or related technical roles
  • 2+ years in a leadership or supervisory capacity managing technical teams
  • Proven people management experience to lead and manage staff members, both direct and indirect reports, through effective planning and organization, supervision, and performance evaluation.
  • Demonstrated experience with Databricks platform (Delta Lake, Apache Spark)
  • Proven track record using Azure DevOps for project management, CI/CD, and version control
  • Ability to maintain an organized approach, clarity of purpose, and goal orientation in a rapidly changing environment throughout the organization.
  • Ability to develop talent and will require a leader who is focused on the well-being and resource needs of the entire team.
  • Strong proficiency in SQL and at least one programming language (Python, Scala, or Java preferred)
  • Expertise in building and optimizing ETL/ELT pipelines and data workflows
  • Experience with data science, machine learning, or AI initiatives
  • Knowledge of data mesh, data fabric, or other modern data architecture patterns
  • Outstanding verbal and written communication skills
  • Ability to translate complex technical concepts for diverse audiences
  • Experience presenting to executive leadership and stakeholders
  • Strong interpersonal skills and ability to build collaborative relationships
  • Resiliency in managing competing priorities and timelines to ensure a well­ balanced workload for the staff.
  • Self-starter who is highly motivated, collaborative, and innovative.
  • Bachelor's degree in Computer Science, Data Science, Information Systems, Engineering, or related field

  • Prior exposure in the healthcare claims data industry preferred
  • Databricks Certifications (Data Engineer Associate, Professional, Platform Administrator), Microsoft Azure Certifications (Azure Data Engineer Associate, Azure Solutions Architect Expert)
