The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures. This is a senior-level management position within the Division of Emergency Management, tasked with development, management and coordination of effective disaster recovery programs. The Assistant Director for Recovery is responsible for overall coordination of state and federal disaster recovery programs to support the efficient and timely delivery of services to eligible disaster survivors and applicants. The Assistant Director for Recovery coordinates and assists local and state agencies with recovery program planning, service delivery of recovery programs, including Individual Assistance, Public Assistance, Long Term Recovery, State Mission Assigned Recovery Tasks (SMART), Temporary Housing, and other special programs that are designed to meet the unique circumstances in the aftermath of a disaster. Takes the lead role for recovery in coordinating efforts in tracking, reporting, and assisting to resolve unmet needs of communities after a disaster. The selected candidate will coordinate efforts with FEMA, state, and other federal agencies that formed the “Interagency Recovery Coordination” (IRC) group to integrate resources and capabilities of the federal government to support state and local recovery priorities. Provide the lead recovery role in coordinating and conducting preliminary damage assessments after a disaster with local, state, and federal partners for Type I and Type II Disaster Declarations. This position assists with education and disbursement of information to local units of government and state agencies and works closely with them to ensure recovery efforts are being coordinated throughout the recovery process. Manages disaster recovery operations including but not limited to planning, personnel, contracting, and budget/program management for the Recovery Section. Deployment to Joint Field Office and other areas of the State for extended periods of time may be required to assist with the coordination of state recovery efforts. The Assistant Director is responsible for ensuring effective personnel and performance management within their assigned section. This position will oversee supervisors, staff, and contractors as necessary to ensure that assigned recovery programs are being implemented efficiently and effectively.
