This is a Management Service position that serves at the pleasure of the Appointing Authority. This position is responsible for all aspects of the multi-agency emergency response planning process for functions delegated to the agency by the state emergency response plan or by the executive staff at the Department of Human Services. This position is responsible for the planning, preparation, coordination, operation and readiness of the ad hoc response programs required by the department. This position will be overseeing the multi-agency State Coordinating Function Human Services committee. This position will perform field-leadership positions during emergency response events, and an essential employee may be deployed anywhere in the state during plan activations.

Requirements

  • A Bachelor's degree from an accredited college or university in Business.
  • Five years of supervisory experience in disaster response, OSHA, CPR, shelter operations, emergency health services, armed forces, law enforcement, firefighting, or similar emergency response environments.

Nice To Haves

  • Three years of experience creating emergency response plans, SOPs, and emergency policies.
  • Three years of experience managing incident reporting, conducting workplace safety assessments, or coordinating emergency operations with local, state, or federal partners.

Responsibilities

  • Directs planning priorities and oversees planning positions which create multi- agency plans.
  • Acts as lead author or supervises the creation of all necessary plans and SOPs.
  • Develop working knowledge of the Americans with Disabilities Acts, and similar laws, policies and guidance, to ensure plans and operations are compatible with Federal, State and local laws and best practices.
  • Act as primary liaison to State Coordinating Functions ( SCF) Human Services (Emergency Support Function).
  • "Essential Employee" available for duty 24/7.
  • Must be prepared to take on Incident Command responsibilities during emergency activations.
  • Primary point of contact for relaying information and providing coordination to support appropriate courses of action based on developed plans and agreements.
  • Provides regular reports to the DHS Division of Administrative Operations (DAO) Chief, Office of Emergency Operation Deputy emergency operation.
  • Support and prepares to support various mass care operation as Incident Command, Operations Branch Lead, field leader or support responders for Emergency Operations throughout the State as directed during an emergency event.
  • Supports the recovery branch with the Supplemental Social Services Block Grants, the FEMA Individual Assistance Program, the Maryland Social Services Recovery Program and the State Long Term Recovery Program recovery program through staffing/coordination or other services.
  • Lead recovery programs when required.
