About the position

The Engineering Division within Public Works is an experienced team that delivers a wide range of services, including engineering design, transportation planning, traffic management, survey, rights-of-way acquisition and construction management. Three members of this distinguished team have received Robert C. Esterbrooks Awards from the Arizona Association of County Engineers, and the team as well as awards for project excellence. With the passage of Proposition 403 in 2014, the Engineering Division, with the support of a strong team of consulting and contracting partners, has overseen the engineering and construction of over $40 million in road construction and pavement preservation projects in the last two years, demonstrating this team's ability to deliver on promises. The Engineering Division is nationally renowned for the Schultz Flood, Pipeline Flood, and Museum Flood Mitigation Projects. Wildfires that resulted in catastrophic flooding of downstream neighborhoods. This remarkable team designed and constructed over $30 million in mitigation projects in less than five years. The Arizona Association of Counties recognized this team for this achievement, which reduced the threat to lives, protected vital infrastructure and restored watersheds. Responsibilities

  • Supervision of the Public Works Engineering Division
  • Oversees the planning, design, and development of capital roads and flood control projects
  • Coordinates planning and engineering design with outside agencies and utilities
  • Tracks progress of capital projects to ensure conformance to schedules and budgets
  • Reviews and analyses engineering documents and processes
  • Acts as project manager/team leader on major projects
  • Conducts field inspections, provides quality control and construction management if Engineer of Record
  • Provides support and collaboration with the GIS Department
  • Prepares grants to fund transportation projects
  • Reviews work proposed in County Right of Way as submitted through the Community Development Department
  • Oversees the completion of traffic and safety studies
  • Reviews the more complex Traffic Impact Statements and Analyses submitted through Community Development; Oversees the review of all Traffic Impact Statements & Analyses
  • Evaluates design and cost proposals for public works projects and statements of qualifications submitted by consultants and/or contractors
  • Ensures compliance with civil engineering principles, practices and standards
  • Acts as the County Engineer in that person's absence
  • Supervises, trains, and evaluates assigned staff, including Engineers in Training
  • Provides technical guidance and assists with the planning, design, and development of capital projects and special district capital projects
  • Provides technical support to internal and external entities
  • Plans, designs, and reviews engineered road, bridge, and improvement projects
  • Reviews, analyses and makes improvements to engineering documents and processes
  • Represents the department with outside agencies, consultants, contractors, and citizens
  • Serves as a contributor to emergency response and emergency recovery efforts

Requirements

  • Bachelor's degree in Civil Engineering and four years of experience working in a transportation related position, OR, any combination of education, training and experience which demonstrates the ability to perform the duties of the position.
  • Current registration as a P.E. within the State of Arizona.
  • Must obtain Arizona driver's license by date of employment and maintain throughout employment.

Nice-to-haves

  • Knowledge in the areas of national standards for traffic control devices, road design, pavement preservation and management, as well as traffic analysis and planning.
