We are currently seeking an Assistant Construction Manager to support complex construction projects (flood control, riparian restoration, over water, environmentally sensitive sites, and landslide/roadway stabilization). You will serve as the on-site representative for construction management and inspection, reporting to the Construction Manager/PM while operating independently. Key responsibilities include documenting daily field activities, managing construction records (submittals, RFIs, change orders, meeting minutes), overseeing contractor compliance (plans, specs, permitting, safety), and facilitating coordination with agencies, utilities, and stakeholders. Strong negotiation, conflict resolution, and public communication skills are essential. This position has a high focus on detail, safety, timely reporting, and claim mitigation. This is a full-time, hourly position in either our Walnut Creek, CA or San Jose, CA offices.

Requirements

  • Bachelor’s in civil engineering, construction management, geotechnical engineering, environmental science, or related degree.
  • 3 years’ relevant experience (with a degree).
  • 5+ years CM/inspection/project engineer experience (without degree).
  • Experience as owner’s rep or CM consultant, including contractor/regulator interface.
  • Proficient reading/interpreting plans/specs/permits.
  • Field experience with environmental, state, and federal permitting/funding.
  • Construction documentation/recordkeeping experience; CM software (e.g., Procore, E-builder, or similar).
  • Strong technical writing and timely reporting skills (DFRs, schedules, change orders, claim support).
  • Public works, utility/agency coordination, and relevant project experience.
  • Strong negotiation, conflict resolution, and public-facing communication skills.
  • Safety focused; experience with JHAs, site safety plans, and reporting.
  • Able to traverse uneven terrain, work in all weather, and work independently on field sites.

Nice To Haves

  • Experience with Caltrans projects.
  • Environmental BMP and special-status species knowledge.
  • Experience leading field safety briefings/tailboards or presenting to agencies/public.
  • OSHA 30 Hour

Responsibilities

  • Observe and document contractor compliance with project plans, specs, permit & safety requirements (no contractor direction).
  • Coordinate with permitting agencies (BCDC, CDFW, RWQCB), utilities, and stakeholders.
  • Track and report project progress, issues, and safety/environmental concerns for mitigation.
  • Prepare detailed daily field reports (DFRs) and manage construction documentation using CM software.
  • Review JHAs, monitor safety compliance, and report unsafe acts/conditions.
  • Act as a communications liaison, supporting negotiation, conflict resolution, and technical translation with all parties.
  • Support utility coordination, attend meetings/inspections, and participate in safety reviews/lessons learned.
  • Demonstrate H&A’s foundational safety behaviors.
