About The Position

The New York City Office of Labor Relations (OLR) serves as the Mayor’s chief representative in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. OLR is responsible for negotiating and administering collective bargaining agreements for approximately 150 bargaining units representing over 300,000 employees across the broad and diverse spectrum of municipal services the City offers. In addition, OLR administers the City’s Health Benefits Program, which provides health insurance coverage to approximately 1.2 million employees, retirees, and dependents; the Deferred Compensation Plan, which manages more than $30 billion in employee retirement assets; the Employee Assistance Program, providing mental health support to City employees and their families, and Work Well NYC, the City’s workplace wellness program. The New York City Office of Labor Relations (OLR) is seeking an Assistant Commissioner to join its Executive Division, which is responsible for representing the Mayor in negotiating and implementing collective bargaining agreements with the City’s over 350,000 unionized employees. Under executive direction, with very wide latitude for the exercise of judgement, knowledge and experience, assists the Commissioner of Labor Relations (OLR) in assigned areas of labor relations including collective bargaining, meditation, fact-finding and contract administration.

Requirements

  • 1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in labor-management relations or a closely related field, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing labor-management relations; or
  • 2. Education and/or experience equivalent to "1" above.

Responsibilities

  • Consults with and advises the Commissioner and FDC Commissioner on labor relations problems to which assigned.
  • Serve as chief spokesperson or lead negotiator in collective bargaining negotiations with unions and employee organizations.
  • Acts as labor relations consultants to city agencies and City Hall.
  • Acts as liaison with other oversight agencies including DCAS, OMB, FISA-OPA, and Law Department.
  • Assists the Commissioner and FDC Commissioner at meetings held with agency heads or labor groups. When designated, represents the Commissioner and FDC Commissioner at such meetings.
  • Assists in the preparation and presentation of cases on behalf of the Office of Labor Relations at fact-findings hearings and/or arbitration proceedings.
  • Drafts contracts, agreements and other terms or settlement.
  • Build and maintain positive labor-management relationships.
  • Collaborate with legal counsel on labor and employment matters.
