DCAS Human Capital (HC) oversees New York City's Civil Service system, ensuring the City's workforce operates with fairness, integrity, and accountability. HC manages the development and administration of civil service exams, providing City agencies with the foundation to staff critical roles across government. Beyond exams, HC shapes and implements citywide policies, drives professional development and training programs, and ensures compliance with civil service law and other regulatory requirements, enabling City agencies to deliver essential services effectively and reliably. The Assistant Commissioner of the Bureau of Examinations is a senior executive responsible for leading the City's civil service testing operation, including oversight of examination development, scheduling and administration, scoring and list creation, as well as the management of five computer-based testing centers across the city. This role requires strategic leadership, operational excellence, and technical expertise to continuously improve the examination process while maintaining its integrity.
