The Airport Division of the Regulatory Law Unit specifically represents the Department of Aviation (DOA), which owns and operates Philadelphia International Airport and Northeast Philadelphia Airport. These airports operate as commercial businesses subject to extensive Federal and Commonwealth regulations. Attorneys in this division handle diverse regulatory and transactional matters, including structuring, drafting, and negotiating contracts and real estate transactions, and responding to claims. The position involves serving the residents of Philadelphia by providing excellent legal counsel, demonstrating professionalism, sound judgment, discretion, and a strong commitment to public service. The Regulatory Law Unit’s Airport Division is seeking a licensed Pennsylvania Attorney for an Assistant City Solicitor or Deputy City Solicitor position. The attorney will work on a wide range of transactional and compliance matters, including negotiating and drafting contracts and advising airport staff on legal and regulatory issues for the operation and development of the City’s two airports. This includes preparing and reviewing various agreements such as letters of intent, leases, licenses, grant agreements, professional service contracts, development agreements, reimbursement agreements, airline incentive agreements, easements, and concession agreements. The attorney also provides counsel on Federal, Pennsylvania, and City laws and regulations related to contract terms, public safety, national security, commercial development, land use, environmental concerns, and other daily legal issues. Division attorneys’ offices are located next to the Philadelphia International Airport.
