About The Position

Assists in planning, directing, coordinating and supervising the operation and maintenance of the Department of Water’s water service systems, including pumping and treatment plants, water distribution facilities, and related appurtances; and performs other related duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business administration, public administration, engineering or a related field, and four (4) years of administrative or professional experience in major water works, public works, or field operations functions which included the repair, construction, maintenance, and installation of mechanical, electrical, electronics, and telemetric equipment, pipelines, and pumping or industrial plant machinery and equipment; and one (1) year of supervisory work experience
  • Work experience which included planning, directing, assigning and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees.
  • Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent).

Responsibilities

  • Assists in the administration and planning of all work activities involved in construction, maintenance, and operations of water system projects for the County
  • Participates in preparing the operating budget and handling grievances for the division
  • Reviews and acts on calls and complaints on division activities, and coordinates emergency functions to minimize interruption of water service
  • Plans, assigns, coordinates and reviews through subordinate supervisors the construction, repair, maintenance, overhaul and operation of water distribution systems and water plant facilities, including pipelines, valves, service laterals, water meters, fire hydrants, deep-well pump stations, booster pump stations, water tanks and reservoirs, and pressure control valve stations
  • Plans, directs, coordinates and reviews through subordinate supervisors the installation, calibration, testing, repair, maintenance and overhaul of Supervisory Control and Data Acquisition (SCADA), telemetering, supervisory control, intercommunicating, electrical control and related communication systems.
  • Supervises the inspection and testing of repaired or renovated deep wells, booster pumping units, or other water system appurtenances for review and recommendation of awards and final payments of construction and service contracts
  • Conducts hydraulic calculations and analysis to evaluate system performance, identify system weaknesses for improvement and correction, and to review and recommend solutions to consumer complaints
  • Reviews requisitions of plant section supplies and equipment ensuring inventory control and maintenance
  • Supervises and coordinates performance contract monitoring of total energy and operational cost savings for the Department
  • Participates in the formulation of divisional policies and procedures
  • Maintains records and prepares operational and performance reports
  • Coordinates projects and activities of each district consistent with program schedules, priorities, material, equipment and personnel needs
  • Plans the organization and recommends staffing needs for the division
  • Represents the Chief of Water Operations at meetings or conferences on matters pertaining to water system operations
  • Assumes the responsibility for administering the programs and activities of the Operations Division in the absence of the Chief of Water Operations
