About The Position

Bridge Load Rating and Overloads, in addition to being an integral part of MassDOT’s efforts to maintain a safe roadway infrastructure, is mandated by federal regulations, 23 CFR Part 650 Subpart C, National Bridge Inspection Standards (NBIS), which require that each state DOT have a bridge inspection organization that is capable of meeting the requirements of the NBIS regulations. The Assistant Bridge Load Rating Engineer plays an important role in this organization, acting as the direct supervisor for bridge raters preparing live load rating reports and overload analyses of substantial complexity. The Assistant Bridge Load Rating Engineer also acts as a developer and reviewer of Bridge Load Rating calculations and reports, assisting in making recommendations for bridge postings, closures, and immediate actions to resolve concerns for public safety, and performing and reviewing overload (super load) permit analyses to ensure bridges are not compromised by loads in excess of legal loads and annual permit loads.

Requirements

  • Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
  • An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
  • A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major In civil engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
  • SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Responsibilities

  • Responsible for bridge raters preparing bridge live load rating reports and overload analyses.
  • Prepares, and/or supervises the preparation of, bridge live load rating reports and overload analyses of substantial complexity.
  • Assists in the development of revisions to the MassDOT Bridge Manual.
  • Reviews and/or supervises the review of rating reports and overload analyses prepared by contractors and/or consultants for bridges of substantial complexity. Provides recommendations and guidance to contractors and/or consultants for bridge analysis problems as required.
  • Evaluates and recommends alternatives for improving live load capacity of existing bridges through review of available data, discussion, and design calculations.
  • Provides recommendations for posting of existing bridges.
  • Responsible for the quality and quantity of all work prepared under his supervision. Understands and correctly implements Departmental and Bridge Section policy concerning proper procedures, flow of information, and preparation of correspondence.
  • Provides training for employees of lower grade by teaching proper techniques and MassDOT’s rules and regulations.
  • Maintains the centralized job file containing all correspondence and other pertinent information. Assists in the maintenance of spreadsheets/databases that log the status of ratings and overloads submitted to and reviewed by the group.
  • Reviews the performance of employees in immediate reporting relationships by adhering to the guidelines of the Employee Performance review System (EPRS) in order to ensure increased communication and successful implementation of the system.
  • Responsible for the proper management of the assigned personnel. Responsibilities include the efficient flow of work, alerting of supervisors to section’s needs, adherence of personnel to the required rules and regulations, and determination of disciplinary action.

  • This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.
