About The Position

IronMountain Solutions (IMS) is seeking a highly qualified and experienced Asset Project Manager Subject Matter Expert (SME) to support operations in the Norfolk, Virginia area. The Asset Project Manager SME is responsible for planning, coordinating, and managing Programmed Depot Maintenance (PDM) activities to ensure successful execution of maintenance availabilities in alignment with cost, schedule, and performance requirements.

Requirements

  • Previous experience working in an Asset Project Management office for the Government.
  • High school diploma or the equivalent

Responsibilities

  • Develop and maintain a working knowledge of United States Coast Guard ship repair standards, policies, and procedures.
  • Conduct planned vessel assessments to support development of planned availability work lists.
  • Perform onboard inspections, including climbing ladders and accessing confined or restricted spaces, to identify required hull, mechanical, and electrical (HM&E) repairs.
  • Collaborate with Maintenance Integrators and Port Engineers to develop repair specifications and contracts. This includes both recurring and non-recurring work items during cutter maintenance and repair (M&R) periods.
  • Prepare detailed technical Statements of Work (SOW) for execution by ship repair contractors.
  • Participate as a key team member in planned and emergency depot-level availability planning.
  • Support all phases of the availability lifecycle, including work identification, specification development, execution oversight, and project close-out.
  • Attend and contribute to commercial availability arrival conferences, site visits, and post-availability meetings.
  • Prepare and submit associated reports, assessments, and surveys.
  • Maintain a working knowledge of the Federal Acquisition Regulation (FAR) and its application to ship repair contracting.
  • Conduct market research, develop cost estimates, obtain vendor pricing, and prepare purchase requests for parts, services, and materials supporting maintenance and casualty response efforts.
  • Review, update, and maintain cutter maintenance records and casualty databases.
  • Utilize systems such as the Fleet Logistics System (FLS) to support maintenance planning, tracking, and execution.
  • Provide technical review of contractor submissions and advise the Contracting Officer on findings, risks, and recommended courses of action:
  • Review Condition Found Reports (CFRs) submitted by contractors and provide assessments, including validation of discrepancies and recommended repair actions.
  • Evaluate change requests and clearly articulate proposed repairs to ensure the Contracting Officer fully understands the scope, technical approach, and associated impacts.
  • Follow agreement on pricing between the contractor and Contracting Officer, support updates to funding documentation to accurately reflect approved changes.
  • Support project closeout activities by ensuring Maintenance Items (MIs) are accurately updated and properly documented.
  • Demonstrate proficiency in standard office equipment and Microsoft Office applications.
  • Communicate effectively both verbally and in writing to present technical recommendations, facilitate stakeholder alignment, prepare documentation, deliver briefings, and advise leadership.
  • Perform job duties in a professional office and operational environment. Responsibilities may require occasional standing, walking, sitting, and use of tools or controls. Employees must be capable of performing routine physical activities such as reaching, climbing stairs, and effectively communicating with personnel at all organizational levels. The role may also require occasionally lifting or moving office materials weighing up to 25 pounds.
