About The Position

This position is responsible for overseeing the day-to-day performance of the Housing Authority’s asset management properties (AMPs); performing all phases of real estate management; developing and implementing special programs and projects for the Houston Housing Authority. The duties listed below illustrate the various types of work performed. Reports to the Director of Asset Management.

Requirements

  • Preserve the value of the Investor Equity and the stream of investment tax credits by working with the general partners, management companies and other related individuals.
  • Possess an understanding of Partnership agreements, partnership structures, and related real estate issues to achieve the Houston Housing Authority’s Asset Management Goals.
  • Possess an understanding of both HUD and IRS rules governing the operations of public housing, Housing Choice Voucher Program new construction and tax credit properties.
  • Possess an understanding of regional and metropolitan economic and demographic trends and keys to multifamily markets.
  • Respond to special requests for information from investor clients on a regular basis through informal interactions and formal presentations.
  • Understand partnership structure and related real estate issues.
  • Possess working knowledge of financial/budget and proven marketing/personnel management capabilities.
  • Must be able to analyze, monitor and review monthly financials to ensure compliance with established HUD and Houston Housing Authority policies, procedures and budget limits.
  • Knowledge of depreciation accounting principles with experience in managing assets in excess of $60 million.
  • Must possess excellent project management skills.
  • Proficient in Excel, Word, MS Project and Access required.
  • Possess an organizational/structural background in order to create, design and implement new procedures.
  • Excellent verbal and written communication skills.
  • Working knowledge of all facets of asset management processes including: procurement/purchasing, receiving, inventory management and warehousing.
  • Bachelor's degree in Business Administration, Public Administration or related field from an accredited college or university preferred.
  • Five (5) years of progressively responsible experience in multi-family public housing project management with experience in the area of low-income housing, leased housing, including two years at the supervisory or managerial level.

Nice To Haves

  • Class “A”, “B” and “C”, multi-state affordable housing, rehabilitation and new construction portfolio experience preferred.
  • Certified Apartment Manager (CAM), Accredited Residential Manager (ARM), Certified Apartment Portfolio Supervisor (CAPS) and/or Certified Property Manager (CPM) designation preferred.
  • Three (3) years of on-site multi-family management experience and at least one year experience supervising a 600 + unit and 5+ property portfolio.

Responsibilities

  • Responsible for the management of assigned housing developments (AMPs), in accordance with the Houston Housing Authority, HUD, and TDHCA policies and standards.
  • Develop and execute a Management Plan for the Houston Housing Authority’s multi-family portfolio.
  • Ensure that private property management firms achieve above average management performance by maintaining occupancy, maximizing income and reducing tenant accounts receivable and collection losses, inspecting units and systems, maintaining the functional soundness and physical integrity of the Houston Housing Authority’s property assets through high quality maintenance and prioritizing needed capital improvements.
  • Ensures that services are provided in compliance with policies, procedures, regulations and contractual obligations and standards.
  • Implement proactive strategies to resolve operational, financial and compliance problems.
  • Develop and maintain relationships with general partner/developer, clients and utilize expertise effectively to enhance the performance of the investments.
  • Review and monitor monthly and quarterly operational reports to evaluate asset and management performance.
  • Review Private Management Companies preventative maintenance plans, housekeeping inspections, inventory reports for accuracy.
  • Monitors Project Status Reports to ensure that jobs are being closed within 90 days or fewer.
  • Review 5% of tenant files per month and evaluate compliance with applicable Federal and State regulations.
  • Reviews information and calculations with clients and assures effective communication of lease terms.
  • Work with private Property Management Companies, Regional Property Managers/Supervisors and Houston Housing Authority’s Finance Department to develop and implement property budgets.
  • Oversee all service contracts and approve all major purchases.
  • Monitors and update key project schedules, deferred maintenance, capital improvements and processes to facilitate the execution of the agency’s mission.
  • Work in conjunction with tenants, staff and vendors to maximize tenant satisfaction through coordination and implementation of tenant appreciation events.
  • Provide prompt response to tenant requests and pro-active approach to property maintenance.
  • Schedule periodic inspection tours including janitorial, property safety, appearance and landscape construction projects.
  • Responsible for the activities related to achieving a successful score for the property (AMP) as it relates to HUD’s Public Housing Assessment System.
  • Monitor and provide direction for customer service with regards to special projects.
  • With the assistance of the construction and/or development coordinator, ensure that the portfolio expenses are reviewed, monitored, and updated.
  • Coordinate Asset Management work in accordance with established Houston Housing Authority policies, HUD regulations and applicable federal, state and local government regulations.
  • Implement asset management system and integrating systems with Houston Housing Authority’s financial software applications.
  • Analyze operating partnership tax returns and work with general partners and accountants to resolve problems.
  • Analyze annual audited financial statements and follow-up with the general partners and accountants on any issues revealed through the review process.
  • Review and monitor quarterly operational reports to better understand and evaluate asset performance.
  • Develop property budgets, monitors expenses, and determines needed capital improvements. Initiates and reviews purchase orders, reviews and approves invoices for payment and resolves discrepancies in billing.
  • Monitor year-to-date property performance versus budget and prepare variance explanations for significant income and expense variances.
  • Track tenant accounts receivables.
  • Approve payment on all vendor/contractor invoices for Houston Housing Authority owned properties for accuracy and code for the Director of Asset Management’s approval.
  • Monitor various contracts and enforces compliance and contractual agreements.
  • Review and ensure accuracy of information entered into the budget and prepare schedules as directed by the Director of Asset Management.
  • Review budget and progress throughout the year with the Director of Asset Management.
  • Assist the Director of Asset Management with preparing annual/quarterly/monthly reports, as required.
  • Provide advice to private management companies and partnerships of tenants failing to make timely payments as required in the lease or agreements.
  • Ensure all required tax, utility and municipal invoices and submittals are compiled and paid in a timely manner.
  • Coordinate needs with the Accounting, Public Housing Operations, and Information Technology departments.
  • Promote excellent tenant relations and customer service work to instill the Houston Housing Authority values into all employees and vendors working at the property.
  • Interface with tenant contacts to ensure satisfaction with leased and common areas, building amenities and building services.
  • Establish a rapport with Resident Leadership groups to foster good working relationships.
  • Must conduct quality assurance of preparations for HQS, UPCS, and REAC inspections by conducting site visits and approval of plans of actions to cure deficiencies.
  • Manage relationships with general partners, lender representatives, management agents and local, state and federal officials.
  • Prepare quarterly owners’ reports to investment partners.
