About The Position

King County Metro Transit Enterprise Asset Management Section seeks an Asset Management Project/Program Manager IV (PPM IV) to act as a steward overseeing department-wide assets. In a highly matrixed structure, the Asset Management PPM IV will lead high-profile projects, establish new process and guidance leading our asset management practices to align with the corporate objectives, and to ensure our assets in state of good repair with reliable, complete and timely information to support decision making. The Asset Management PPM IV will share best asset management practices with division representatives to ensure that each division shares a similar process in managing assets by implementing the agency's Asset Management strategies, policy and managing the centralized single true source of asset management information system. The role of the PPM IV will provide expertise, guidance, coordination, and support in the ongoing work of Metro Enterprise Asset Management service. In the next two years, the PPM IV will be focusing on Hexagon Enterprise Asset Management System (EAMS) implementation. Working closely with EAMS project team by leading multiple workstream leads from the areas of functionality, data, reports, testing, training and etc., Specifically, managing workstream leads through resource assignment and delivery of scope; conducting vendor performance management, including resourcing and quality of work products and deliverables; performing project scope verification and monitoring throughout all project phases; facilitating the compilation and documentation of work breakdown structure (WBS) for project delivery; regularly evaluating workstream delivery resources to assure sufficient resourcing for delivery and managing Change Control Process - requests, tracking and Change Review Board. This position will report to the Director of Asset Management and join a small team in the Finance and Administration division. The most competitive candidate for this position will be an innovative project manager with strong collaboration and communication skills who has significant experiences in asset management, large-scale projects management, good understanding of people side change management resulting from the changes of technology, policy, and/or process. Position Info: This recruitment will be used to fill One (1) Career Service Program/Project Manager IV classification vacancy. In addition, this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Requirements

  • Five years of direct experience in a complex asset management program, particularly in planning, administration, or implementation of asset management programs OR equivalent experience and education which provides the applicant with the required skills, knowledge, and abilities.
  • Experience developing and implementing comprehensive asset management strategies, policies, and plans.
  • Demonstrated expertise in project management best practices, with proven experience leading complex initiatives within asset management programs.
  • Ability to design and execute stakeholder engagement strategies to ensure cross-departmental alignment and promote best practices.
  • Experience in conducting asset reliability assessments and risk analyses to identify performance trends and improve operational efficiency.
  • Experience in deployment and optimization of an enterprise asset management system to centralize asset data and streamline maintenance workflows.
  • Skill in data gathering, analysis, and developing data tools and communication materials to support people side change management for various audiences.
  • Expertise in change management, particularly related to technology, policy, and process transitions.
  • Strong skillset in Azure DevOps, Power BI, Visio, MS Excel, Word, Outlook, PowerPoint, and SharePoint.
  • Ability to comfortably work in a high volume, multi-focused, and fast-paced environment, following established processes.
  • Demonstrated history of flexibility and adaptability in managing changes and responding to competing priorities and changing assignments
  • Demonstrated organizational savvy and the ability to manage and navigate internal cross-divisional efforts.
  • Skills in establishing and maintaining effective working relationships with people from diverse cultures and backgrounds
  • Good oral and written communication skills, including ability to make presentations to groups, train and engage others effectively

Nice To Haves

  • Proven success in project/program management, especially in cross-functional initiatives or highly visible and politically sensitive projects and tasks.
  • Experience working in public sector or transit agencies
  • Knowledge of Federal Transit Authority and King County Metro Transit policies and procedures.
  • Bachelor's degree in Business Administration, Engineering, Asset Management, or related field
  • Certifications for asset management such as the Institute of Asset Management (IAM), Certified Asset Management Assessor (CAMA) or similar.
  • Professional project management certification (such as PMP, PE, or similar).

Responsibilities

  • Lead and serve as a consultant / advisor to Metro partners and collaborators by advocating leading industry asset management practices.
  • Lead and manage workstream leads and subject matter experts to implement Metro's single integrated enterprise asset management system and provide expertise on continuous improvements.
  • Implement Agency's Asset Management strategies through collaboration with Metro partners to ensure asset management complies with Federal Transit Authority guidelines, and to align with Metro strategic objectives.
  • Develop Key Performance Indicators (KPIs) and visualizations by using Power BI and Azure DevOps to support business decision making.
  • Identify and manage asset value framework, reliability risks that could adversely affect business operations.
  • Develop and maintain collaborative partnerships with key contributors internally and externally.
  • Coordinate asset management related training and offer expertise during training, planning, and deployment.
  • Promote equity through program by fostering an equitable, diverse, and inclusive work environment.
  • Present information to others via training, workshops, and written communication.
  • Perform miscellaneous special projects or other duties as required.
