About The Position

This is a position-specific recruitment for Prince George's County Assessments Office. GRADE 17 LOCATION OF POSITION MD State Department of Assessments and Taxation Prince George's County Assessments Office 14735 Main Street, Suite 354B Upper Marlboro, MD 20772 Main Purpose of Job To appraise commercial and industrial real property at fair market value for use in the calculation of real property taxes. Property inspections are required in all weather conditions. This position is mission essential/mission critical classification.

Requirements

  • Seven years of appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code and completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation and three years of experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.
  • Must be willing to work in Prince George's County.
  • Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
  • Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an “inactive” status.
  • Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.

Nice To Haves

  • Bachelor’s degree in Real Estate, Business Administration, Finance, Economics, Accounting, or a related field.
  • Completion of advanced International Association of Assessing Officers (IAAO) courses beyond the required 101, 102, and 300.
  • Five or more years of direct experience appraising complex commercial or industrial properties in accordance with USPAP.
  • Demonstrated experience preparing appraisal reports for use in appeals, hearings, or court testimony.
  • Proficiency in appraisal tools such as Marshall & Swift, CoStar, CAMA systems, and GIS applications.
  • Strong analytical skills in income, cost, and sales comparison approaches to value

Responsibilities

  • Receives on the job training in the inspection of commercial and industrial real property and records technical details of property and market information to update and maintain departmental property records.
  • Responsible for AAVS conversions, up-loads, and file maintenance of commercial properties in various jurisdictions throughout the state.
  • Receives on the job training in the updating and editing assessment records in AAVS system in order to notate changes observed during physical inspection of properties following local office and agency guidelines as defined in the Maryland Assessment Procedures Manual & office procedures.
  • Receives on the job training in the recording and valuing of new commercial/industrial real property that is not a part of a reassessment review by following established procedures, using AAVS and other property valuation tools, as outlined in the Maryland Assessment Procedures Manual and according to the Tax Property Article.
  • Receives on the job training in the analysis of existing market, cost and income data and applies standard appraisal and AAVS methods to value land and/or improvements in accordance with current local office and agency procedures, as described in the Maryland Assessment Procedures Manual.
  • Receives on the job training in the preparation and handling of appeal hearings at the supervisor, Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Department’s estimate of value following local office and agency procedures.
  • Receives on the job training in the providing of and explanation of assessment related information in response to inquiries from the general public regarding assessments, valuation techniques, departmental local policies and legal mandates.
  • Performs other duties as may be required to insure efficient office operation.
