About The Position

Requirements

  • Bachelor's degree in accounting, finance, business, or related field.
  • Minimum three years of progressive work experience in assessing, accounting, auditing, or related field.
  • Possession of Michigan Advanced Assessing Officer (MAAO) certification.
  • Thorough knowledge of accounting practices and financial statistics.
  • Knowledge of State and Federal regulations and property tax laws.
  • Strong interpersonal and customer relations skills.
  • Effective verbal and written communication skills.
  • Demonstrated knowledge of technology and specific software applications.
  • Valid motor vehicle operator's license issued by the State of Michigan.

Responsibilities

  • Manage the Assessing Department's commercial/industrial personal property auditing program.
  • Prepare in-depth appraisals for the Michigan Tax Tribunal.
  • Perform assessments of all classes of real property.
  • Review commercial and industrial lease agreements and financial documents for property valuations.
  • Write tax descriptions and balance loss and adjustments for assessment rolls.
  • Consult with accountants and business officials to support appraisals.
  • Provide testimony regarding property assessments in legal challenges and appeals.
  • Prepare specialized financial and assessing reports for the Michigan Tax Tribunal and State Tax Commission.
  • Monitor reporting compliance among the City's commercial and industrial community.
  • Perform onsite physical inspections of commercial and industrial properties.
  • Utilize software programs to prepare assessment rolls and process personal property statements.
  • Assist in the preparation of tax bills for semi-annual mailing.
  • Interact with owners, tenants, lessees, and the general public daily.
  • Communicate information regarding assessment rolls and changes in procedures to the public.
  • Investigate and analyze assessment values and depreciation rates.
  • Propose and implement departmental practices related to tax law changes.
  • Assist with reviewing personal property statements and establishing current year values.
  • Assist the City Assessor in the City-wide revaluation project.
  • Prepare and present reports as required.
  • Assist in the hiring of staff and make presentations before groups.
