About The Position

The Army Transportation Personal Property/Freight Counselor is responsible for planning itineraries and scheduling travel accommodations for military and civilian personnel, including their dependents. This role involves managing household goods and freight shipments according to travel orders, utilizing knowledge of routes, carriers, and travel regulations to ensure efficient and compliant transportation services.

Requirements

  • High School diploma or GED.
  • Minimum six (6) months of related work experience.
  • Minimum three (3) years' experience in traffic management or aerial port organization as a Travel Clerk (Preferred).
  • Knowledge of Joint Travel Regulation (JTR) and Army Personal Property requirements.
  • Ability to use Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.).
  • Knowledge of Defense Personal Property System (DPS) and Electronic Transportation Operational Personal Property Standard System (eTOPS).
  • Knowledge of Cargo Movement Operations Systems (CMOS).
  • Excellent interpersonal and communication skills.
  • Ability to follow oral and written directions.
  • Strong written and verbal communication skills.
  • Strong organizational skills.
  • Ability to multi-task.
  • Ability to pass a National Agency Check with Inquiries (NACI) for computer access.
  • Extensive knowledge of Department of Defense (DoD) Regulation 4500.9-R and other service-specific governing regulations.

Responsibilities

  • Assist customers with the shipment of Household Goods (HHG).
  • Prepare shipments, coordinate with carriers, and conduct site visits.
  • Handle passenger travel missions and provide advice on travel matters.
  • Act as the principal liaison with all elements, carriers, and facilities.
  • Assist customers with the shipment of small packages and freight.
  • Perform clerical and physical tasks related to shipping and receiving.
  • Provide reports and statistical data of all transportation activities.
  • Submit monthly traffic activity reports.
  • Process Incentive Payments and Reimbursements.
  • Route and award personal property shipments for pick up.
  • Process requests for extension of travel and transportation entitlements.
  • Create inbound shipment records when documents are received.
  • Monitor and review shipments.
  • Process changes in destination requests.
  • Maintain a calendar year record of shipments and tonnage ordered.
  • Arrange for the movement of personal property shipments into/out of Non-Temporary Storage (NTS).
  • Verify charges and process invoices.
  • Monitor NonTemporary Storage (NTS) Lots expirations.
  • Process Individual/Family passenger movement requests.
  • Process overseas travel requests.
  • Prepare port call requests.
  • Manage the travel request mailbox and prepare vouchers within government travel systems.
  • Communicate with staff and outsiders regarding travel processing.
  • Answer telephones and respond to e-mail inquiries.
  • Prepare, review, and update administrative documentation related to travel functions.
  • Create and maintain a detailed filing and tracking system for travel approvals.
  • Advise officials of irregularities in travel or incidents that might disrupt travel.
