About The Position

Semper Valens Solutions is seeking an experienced Army Software Release Specialist to join our team in Ft. Belvoir, VA. This position supports government stakeholders, test agencies, logistics team, and cybersecurity authorities in the coordination and execution of the full material release (MR) process This role will support the Capability Portfolio Executive Offices (CPEs), Project Managers (PMs), and Product Offices in achieving compliant, timely, and fully documented Materiel Release for software-intensive systems. This role will ensure that all software products meet Army regulatory, safety, interoperability, cybersecurity, and sustainment requirements prior to fielding.

Requirements

  • Active Secret security clearance is required.
  • U.S. Citizenship is required
  • Experience with Army acquisition processes, preferably within PEO/CPE/PM environment.
  • Knowledge of AR 770-2. DA PAM 770-3. DoDI 5000 series. and Army software fielding policies.
  • Familiarity with RMF. ATO processes and cybersecurity compliance.
  • Experience coordinating with ATEC, JITC, CIO G-6. and other Army certification authorities.
  • Strong understanding of Software Development Life cycle, (SDLC) and configuration management.
  • Excellent communication, documentation and stakeholder-coordination skills.
  • Ability to manage multiple MR packages and deadlines simultaneously.

Nice To Haves

  • Prior experience supporting Software Materiel Release for an Army program.
  • Knowledge of Army tactical networks. mission command systems. or enterprise software.
  • Experience with Agile development environment.
  • Certifications such as PMP, DAWIA/DAU credentials, or cybersecurity certifications (Security+, CISSP)

Responsibilities

  • Lead and manage the end-to-end Software Material Release process in accordance with AR 770-1, DA PAM 770-3, and applicable CPE/PM guidance.
  • Prepare, track, and maintain all MR documentation. including:
  • Safety Continuation (SC)
  • Interoperability Certification (IC)
  • Cybersecurity Risk Management Framework (RMF) artifacts
  • Supportability Strategy and Sustainment documentation
  • Training and fielding plans
  • Software Version Description Documents (VDDs)
  • Coordinate with the Army Materiel Command (AMC), ATEC, CIO/G-6. and other approval authorities to secure required certifications.
  • Collaborate with software engineering teams to ensure technical baseline align with MR requirements.
  • Support configuration management activities and ensure traceability of software builds, patches, and releases.
  • Participate in technical reviews, risk boards, and Integrated Product Teams (IPTs).
  • Ensure compliance with Amy interoperability standards (e.g., JITC, Army Interoperability Certification).
  • Coordinate with cybersecurity teams to ensure RMF packages are complete, accurate, and aligned with MR timelines.
  • Track Authority to Operate (ATO) status and ensure cybersecurity controls are implemented and validated.
  • Support vulnerability assessments and ensure findings are mitigated or documented.
  • Coordinate developmental and operational testing with ATEC and other test organizations
  • Ensure test readiness by validating documentation, software builds, and logistic support elements.
  • Track test results, deficiencies, and corrective actions to support MR decision packages.
  • Ensure software sustainment plans meet Army logistics requirements including:
  • Lifecycle sustainment planning
  • Training materials and user documentation
  • Help desk and ticket support readiness
  • Coordinate with sustainment command to ensure long-term supportability
  • Develop MR schedules, status reports and decision briefings for PM leadership.
  • Maintain dashboards, trackers, and risk logs.
  • Prepare executive level briefing for Milestone Decisions and fielding approvals.
