The Army ROTC Early Commissioning Program Operations Manager is responsible for the administrative management of Early Commissioning Program (ECP) commissioned officers at Syracuse University. This role involves liaising with the university's admissions department and external Military Junior Colleges to ensure a smooth transition for ECP officers, managing their academic progression, and ensuring compliance with US Army regulations.

  • Manage the daily operations of 50+ ECP officers enrolled at Syracuse University, including accountability during physical fitness sessions.
  • Oversee ECP academic progression and scholarship processing using Syracuse and US Army tracking systems.
  • Prepare and manage ECP accessions packets, ensuring compliance with US Army Cadet Command guidance.
  • Liaise with the SU admissions office to recruit ECP officers from Military Junior Colleges.
  • Ensure all administrative admissions requirements are met and quality control measures are adhered to before student admittance.
  • Coordinate with Military Junior Colleges to provide information about expectations for prospective ECPs.
  • Manage the administrative handoff of ECP officers from the admissions team to the Syracuse Army ROTC program.
  • Provide weekly status updates to the PMS on prospective ECPs.
  • Coordinate with prospective ECPs and their Military Junior Colleges to complete necessary documentation before arrival on campus.
  • Manage the transition compliance of ECPs to Syracuse University with signed Memorandum of Understanding.
  • Interpret and apply Department of the Army and US Army Cadet Command regulatory guidance related to ECP students.
  • Provide regulatory compliance updates to the PMS and ECP students.
  • Manage the preparation and submission of CCIMM data and ECP administrative reports in a timely manner.
  • Maintain a positive demeanor with internal and external customers, treating all with dignity and respect.
  • Prepare and manage all required ECP scholarship documentation.
  • Manage the Financial Payment report in conjunction with the Army ROTC Human Resource Assistant for the PMS.
  • Verify proper payments including scholarship payments and stipends.
  • Assist in the onboarding of ECP officers transitioning from Military Junior College to Syracuse University.
  • Manage the routine counseling process between ECPs and the Professor of Military Science (PMS).
  • Facilitate ECP pay inquiries and resolve discrepancies to prevent financial hardship.
  • Manage the US Army Officer Accessions process for all ECPs, ensuring accuracy of accessions management sheets.
  • Assist the PMS in preparing and submitting ECP Disenrollment packets.
  • Maintain accountability of all ECP documentation and manage each student file.
  • Bachelor's degree preferred or equivalent experience.
  • Experience with the US Army officer accessions process is desired.
  • Excellent verbal and written communication skills.
  • Experience in developing relationships with external organizations.
  • Proficiency in Microsoft Office Suite.
  • Familiarity with US Army regulations.
  • Experience in higher education administration.
  • Knowledge of military culture and operations.
  • Competitive salary range of $67,000 - $75,000 per year.
