They are seeking an experienced Area Environmental Compliance Specialist (ACES)/Compliance Program Manager (CPM) to support the US Army Reserve 63d Readiness Division (RD). The primary responsibilities of the position are to ensure that the 63d RD’s facilities are operated and maintained in accordance with all applicable environmental regulations. Program areas including but are not limited to Hazardous Waste/Materials Management and Disposal, Air Quality, Stormwater, Spill Response and Management, Natural Resources, Environmental Sampling and Analysis, Environmental Compliance Permits, Environmental Compliance Inspections, and Environmental Compliance/Training.
This is a hybrid remote/onsite position. When the ACES/CPM is not traveling, they will report to the 63d RD Headquarters office one (1) day per week on a rotating schedule. This schedule will be coordinated with other contract support staff to ensure consistent ENV contract representation throughout the week. The candidate must be willing to travel throughout the 63d RD Area of Responsibility (AOR).
Salary Range: - $110 – 115K Annually.

Requirements

• Bachelor’s Degree in Environmental Science or related field.
• Minimum of 3 years of environmental compliance and inspection experience.
• HAZWOPER Certification (current or be able to obtain).
• DoD Approved HW Manifest/DOT Certification and subsequent bi-annual refresher courses (current or be able to obtain).
• If located in California, California Hazardous Waste Management Training covering 40 CFR 262.17 and 22 CCR 66262.34 and 66265.16 (current or be able to obtain).
• Experience with MS Windows OS including Word, Excel, PowerPoint, and Outlook.
• Ability to read, interpret, and communicate environmental regulatory requirements outlined in state and local regulations and site-specific environmental permits.
• Excellent time management and interpersonal skills; ability to work independently and meet strict government and regulatory reporting requirements.
• Must have U.S. citizenship, a valid U.S. driver’s license and favorable Motor
• Vehicle Record (MVR).
• Must be able to pass a government background/security check.
• Must be capable of obtaining a Department of Defense Common Access Card.
• Able to conduct day-long inspections and field work walking across varying terrain under varied weather conditions.
• Be able to lift up to 50 pounds, occasionally.

Responsibilities

• Perform internal Environmental Performance Assessment System (EPAS) assessments and support external EPAS assessments.
• Complete reports based on environmental assessment findings within an established timeframe.
• Perform Environmental Database data entry.
• Assist facilities in the timely correction of assessment findings.
• Perform Site Assistance Visits (SAV) at assigned RD facilities, as needed.
• Work closely with facilities to ensure hazardous materials and hazardous waste are stored and disposed of in accordance with applicable regulations.
• Assist facility personnel in creating hazardous waste inventories and coordinating hazardous waste disposal.
• Provide general environmental support activities to the 63d RD and serve as the technical point of contact for Environmental agencies, organizations, contractors, and facility personnel.
• Have familiarity with all applicable environmental laws and regulations in the 63d RD ACES Region.
• Provide support and deliver outreach, education, and training to soldiers and civilians at military installations.
• Provide technical assistance necessary to fully support the 63d RD
• Environmental Division’s programs and associated projects, including research, analysis, development, coordination, and management under the direction of the 63d RD environmental staff and in coordination with the regional facility personnel.
• Serve as the RD’s “Technical Specialists” (as defined in the Defense Travel Regulations [DTR] 4500.9-R Part II, Chapter 204, D.1.c.) for shipments of Hazardous Waste for disposal from 63d RD facilities, where said disposal is being executed by the Defense Logistics Agency (DLA). Certify the waste minimization statement of the Universal Hazardous Waste Manifests from these shipments, signing “on behalf of the 63d RD.”
• Possess a working knowledge of building maintenance and systems and vehicle maintenance practices related to environmental compliance.
• Hazardous Waste Disposal. The Contractor shall assist with hazardous waste disposal IAW the most current Environmental Division Hazardous Waste Management SOP.
• The Contractor shall assist with updating the SOP IAW any changes in hazardous waste federal and state regulations as needed. Updates shall be drafted and routed for approval within 6 months of any regulatory change.
• The Contractor shall assist with hazardous waste entry and disposal process and ensure all WASTE submissions and documents are completed accurately (based on information obtained from onsite waste generators) and on schedule IAW the hazardous Waste Management SOP. “On schedule” means that hazardous waste pick-ups shall be requested and entered in WASTE within two weeks of waste being identified as needing to be picked up, or sooner if needed to meet regulatory requirements for pickup date. Additionally, pick-ups needing to be accomplished within a particular fiscal year (FY), such pick-ups must be requested and entered into HMIDs no later than 30 MAY of that FY. If a facility requests a hazardous waste pickup, the Contractor shall provide an initial reply to that request, in writing, within six (6) business days of the request.
• The Contractor shall assist in scheduling and coordinating hazardous waste pick-ups with \DLA IAW the Hazardous Waste Management SOP. The Contractor shall ensure an individual who holds a current DOT Hazardous Waste Manifest certification shall sign hazardous waste manifests as required by 49 CFR 172.704 Subpart H prior to final DRMO COR approval.
• The Contractor shall update and maintain tracking of hazardous waste pick-ups through a spreadsheet maintained on SharePoint. The spreadsheet shall include, at a minimum, the amounts of waste, cost of pick-ups, weight and container type, Disposal Turn-In Document (DTID) number, date, and location of pick-ups.
• The Contractor shall assist with generating hazardous waste metrics as needed to support inquiries regarding the hazardous waste program (such as taskers, which are usually inquiries from higher headquarters about Environmental Division activities).
• As per the Environmental Division Hazardous Waste Disposal SOP and applicable hazardous waste disposal laws, as often as needed, (on average 90 times a year), the Contractor shall identify hazardous waste and materials requiring disposal and report this requirement via the Hazardous Waste software program. The Contractor shall assist facilities as the hazardous waste pick-up expert as facilities prepare their waste for pick up.
• The Contractor shall travel to facilities to sign manifests for hazardous waste pick-ups.
• The Contractor shall assist with coordinating EPAS deliverables. The Contractor shall assist with developing and maintaining metrics necessary for briefings and communications with leadership based on EPAS findings. The Contractor shall assist with providing these metrics and incorporating into presentations and put these metrics into weekly DPW staff meeting slides.
• The Contractor shall interact with external entities regarding regulatory permitting. The Contractor shall assist in setting up processing payments and invoices received by the 63d RD.
• The Contractor shall develop and maintain various e-mail distribution lists of 63d RD field personnel (soldiers, DACs, and contractors at the 63d HQ or at facilities) and distribute communications provided by the Government to those distribution lists. The e-mail/distribution lists will be located and available on a shared electronic drive or website.
• The Contractor shall follow up on corrective actions identified in EPAS inspections or under other circumstances for all facilities as needed when the ACES support personnel cannot resolve the situation. As part of follow-up, this task may include communicating with other 63d RD directorates. This task includes actions on helping to coordinate unit Environmental Officer (EO) assignments.
• The Contractor shall support in following up on and resolving NOVs for all facilities as needed when the ACES support personnel cannot resolve the situation. As part of follow-up, this task may include communicating with other 63d RD directorates.
• The Contractor shall create and maintain a Regulator Communications Log, which all Contractor personnel shall update whenever they communicate with a regulator. The log shall include name and contact for the regulator, agency, date and time of communication, and topic of the communication, including issue, resolution, and follow-up needed. The regulator communications log will be located and available on a shared electronic drive or website.
• The Contractor shall assist in reviewing the EPAS schedule for each Fiscal Year of the contract within 30 days of the start of the Fiscal Year. The schedule shall be updated as needed throughout the year but shall be current at all times.
• The Contractor shall assist in providing oversight as necessary with formal EPAS inspections. EPAS inspections shall disclose the status of environmental compliance with all applicable federal, state, local, and regional environmental laws, regulations, policies, and guidelines. EPAS inspections shall comply with the USAR Team Guide.
• EPAS System. The Contractor shall assist in ing all EPAS findings into the current inspection database for record (currently, the system is called EPAS and is accessible through WEBCASS) within three (3) weeks of each on-site inspection completion.
• EPAS memoranda. The Contractor shall assist with reviewing the submitted inspection memos from each formal EPAS inspection within three (3) weeks of on-site inspection completion. Each EPAS memo shall provide the name of the individuals who participated in the EPAS inspection.
• The Contractor shall oversee and assist where necessary with helping facilities resolve their EPAS findings. The Contractor shall provide necessary documents and explain how to fill out documents, provide environmental expertise and knowledge, be available for telephone consultations, and provide necessary compliance information (e.g., if the compliance finding is that personnel are not trained, provide training schedule and signup forms and procedures).
• The Contractor shall assist with conducting informal EPAS/follow up site visits when facilities require additional help resolving findings.
• As needed, the contractor will make additional visits to facilities when either a regulator has announced that they are going to visit the facility, or when a facility notifies the 63d RD that a regulator is currently on-site. For regulator visits, if the Contractor cannot attend due to time constraints in arranging travel to the facility, the Contractor shall be available by phone to the facility as needed during the regulatory visit. If the Contractor does not attend the site visit in person, the Contractor shall call the facility to obtain a de-brief about the site visit.
• Clean Air Act (CAA). The Contractor shall maintain and as needed, the existing list of air emission sources by facility and associated local and State permits in the 63d RD footprint. The Contractor shall create a spreadsheet or database to track the sources/permits and ensure permits are in place as needed for all sources.
• The Contractor shall draft records of non-applicability (RONA) documents per year.
• The Contractor shall write/review Compliance (TSCA, Air, Stormwater, SPCCP, etc.) Program considerations in 63d RD NEPA documents
• Prioritize deadlines to ensure timely and quality completion of deliverables.
• Be willing to accept new and varying responsibilities and opportunities.
• Respond to inquiries and requests from clients and project managers within a reasonable timeframe.
