About The Position

The Area Director serves as a key leadership team member, identifying a vision for the department that lends to IMPACT mission and strategic plan. The Area Director oversees a portion of the residential programs and ensures compliance and continuity of services for 24/7 programs. Supervises program managers and ensures the delivery of quality services and the health and safety of the individuals in the residential program. Requirements

  • Bachelor’s Degree in related human service field; Master’s Degree preferred, experience will be considered in leu of education.
  • Five (10) years’ experience working with individuals with developmental disabilities.
  • Additional 5+ years of Management and Supervisory experience.
  • Experience working with the Department of Developmental Disabilities
  • Excellent computer skills, including a high degree of proficiency in Microsoft Word, Excel, Outlook, and PowerPoint.
  • The Area Director shall have essential physical skills to be able to run, squat, stoop/bend, kneel, climb stairs, be able to lift at least 50 pounds (or ¼ of own body weight), push/pull against potential resistance.
  • The Area Director should have adequate vision, reading, writing and documentation skills and hearing to perform the essential functions of the job.
  • Sit for extended periods of time.
  • Repeat the same movements.
  • May on occasion be exposed to loud sounds and distracting noise levels.

Responsibilities

  • Facilitate IMPACT's mission in the fulfillment of your responsibilities in working for IMPACT and with the people we serve.
  • Act as an advocate for the individuals supported by IMPACT maintaining a zero tolerance for Abuse and/or Neglect. Mandated reporter of Abuse and Neglect.
  • State and Federal Agencies Liaison:
  • Communicates and coordinates with DDS Resource Management, Case Management, Regional Leadership and Central Office departments as necessary.
  • Develop and monitor agency policy regarding Residential Services to comply with DDS licensing regulations and Quality Systems Review. Coordinate preparation for licensing events.
  • Comply with HIPAA regulations and act as agency HIPAA privacy officer.
  • Monitor eligibility for Social Security, Department of Social Services, or any other entitled benefits for all people in IMPACT Community Living.
  • Oversee and collaborate with Residential Managers to ensure timely completion of data filing as needed, including routine redeterminations, as needed W265s, Social Security documentation including rep-payee requests.
  • Coordinate and monitor staff training and updates in accordance with licensing regulations.
  • Ensure accurate program attendance data is collected and appropriately transmitted according to DDS requirements. Ensure accurate reporting/billing in WebResDay monthly.
  • Quality Assurance:
  • Develops, implements, tracks, and initiates routine record reviews aimed at both quality services and accountability
  • Develop and monitor agency policies and procedure relating to the operation of residential services in conjunction with DDS regulations, state/federal regulations, and individuals’ needs. Develop and monitor procedures to accurately account for the provision of supports to each DDS funded individual.
  • Secure and monitor referrals for residential program openings. Ensure the intake policy and procedures are effective, are being followed and that new individual’s transition into the program is comprehensive for the individual, the individuals currently in the program and the staff supporting the individual.
  • Report on building maintenance needs as identified. Maintaining program areas in a clean, organized, and safe manner. Assess program areas on a consistent basis to identify any potential hazards, inspect adaptive equipment, etc.
  • Staff Management:
  • Determine training needs and curriculum(s) for staff in the residential programs based on the needs of the individuals, DDS, and state/federal requirements. Ensure staff are trained initially and on an ongoing basis to best serve the individuals in the program and ensure training records are maintained in compliance with DDS and IMPACT requirements.
  • Develop and monitor on-boarding training for all departments within the Community Living department for new employees.
  • Manage and supervise Program Managers at all residential programs ensuring compliance with DDS contracted services, person centered plan implementation, scheduling, proper billing, and attendance recording,
  • Monitor electronic payroll, attendance, and individual’s records systems
  • Complete performance appraisal process annually, monitor performance ongoing and address performance management process and paperwork.
  • Support HR in recruitment for residential open positions. Monitor the hiring process within Community Living, ensuring budgeted vacancies are posted timely, hiring and recruitment is efficient and timely.
  • Monitor compliance with the terms of IMPACT’s agreement with the New England Health Care Employees Union and ensure personnel practices and activities are in accordance with the terms of the New England Health Care Employees Union agreement.
  • Provides programmatic support in times of vacancies, job actions, etc., to include direct support services at both day and residential programs and transportation.
  • Ensure individual program integrity in the Residential Manager absence.
  • Finance and Budgeting:
  • Monitor all expenses on a regular basis to ensure adherence to budgetary policy.
  • Monitor monthly budget variances and adjust accordingly.
  • Monitor electronic payroll and attendance records systems.
  • Provide input to the VP Finance during budget preparation forecasting the next years expenses.
  • Works quickly to fill all vacancies within a program, ensuring the fiscal soundness of a program
  • Work in conjunction with the VP of Development to research, apply and collect data and information for grant submission as needed.
  • Operations and Administrative:
  • Ensure compliance with and is proficient in all of DDS’s and IMPACT’s policies and procedures following through with any required action or documentation in a timely manner. Notify HR of significant issues immediately i.e., harassment of any kind, workplace violence, etc.
  • Serve as liaison between Community Living and other agency departments.
  • Maintain certifications, licenses, education, and training for position as deemed necessary by the agency.
  • Serve on agency committees as assigned and provide relevant residential information.
  • Work with the VP of Programs, VP of Finance and CEO to ensure all routine maintenance of program physical plants, including but not limited to regular building maintenance and grounds keeping.
  • Be a role model for the company culture and foster a collaborative, teamwork environment.
  • Attend and assist with organizational fundraising efforts in some manageable manner.
  • Communicate all safety alerts to program staff.
  • Performs other related duties as required or as assigned by the VP of Programs.
  • General:
  • Demonstrate the ability to apply conflict resolution skills through the use of positive problem solving.
  • To be a role model and serve as an ambassador for IMPACT while at work and in the community.
  • The Area Director will be expected to perform in good faith whatever tasks are assigned to them as are necessary to perform the job, and they understand that they may be assigned to other tasks and duties as determined by the needs of the individuals and programs.
