About The Position

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved. Key Responsibilities: This position serves in the Design Review Section as an Architect for the architectural discipline. The position's primary purpose is to provide a written technical review and commentary on the Construction Documents submitted by licensed architects and engineers under contract with the State. A final submittal is later provided showing compliance with review comments and readiness to bid. This review is responsible for the following tasks: Addresses the Architectural design and details of the general construction aspect of the submitted project. Includes compliance with General Statutes related to the design, bidding, and construction of State/public buildings. Includes site layout, roads and parking, drainage, orientation, building spaces and circulation, building systems and finishes, building materials used, and methods of construction from the foundation to the roof. Addresses compliance with the NC State Building Codes, industry standards for best construction and engineering practices, NC Statutes, SCO State Construction Manual, policies, and Guidelines. The North Carolina Department of Administration is seeking applicants for a registered Architect for our State Construction Division. The State Construction Division is responsible for the administration of planning, design, and construction of all state facilities, including the university and community college systems. This division also provides the architectural and engineering services necessary to carry out the Capital Improvement Program for all state institutions and agencies. The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Requirements

  • Working knowledge of principles and practices of Architecture and Building Systems
  • Working knowledge of International Building Code or NC State Building Codes, Industry Standards, general construction policies and guidelines, and North Carolina General Statutes on public construction.
  • Experience working and collaborating within a multi-disciplinary team
  • Experience in technical writing and written communication, constructive and appropriate negotiations, public speaking and giving oral presentations to small or large groups.
  • Experience to readily discern discrepancies in technical documents or data, provide objective professional opinions and judgments when presented factual data, and maintain working relationships with officials, committees, and representatives in both private and public sectors.
  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License or acquire NC Driver's License within 60 days of hire.
  • Valid license to practice architecture granted by the North Carolina Board of Architecture & Registered Interior Designers.
  • Possession of a Level Ill North Carolina Inspector Certificate issued by the North Carolina Code Officials Qualification Board, or the ability to obtain within three (3) years of employment.
  • Bachelor's degree in architecture or an engineering discipline related to the area of assignment from an appropriately accredited institution and three years of related experience as a registered architect; or an equivalent combination of training and directly related experience.

Nice To Haves

  • Preferred applicant will have the ability to navigate various web-based and internal databases, including lnterscope, State Property systems, and FCAP.
  • Management prefers at least 2 documented years of progressive professional and administrative experience in the practice of Architecture and Building Systems.
  • A minimum of 5 years' documented experience in the design of varied building types is desired.
