About The Position

This is professional services work in project management, development and design of new buildings and the repair and alteration of existing buildings and structures for incorporation in a long range building program. Work includes evaluating plans and specifications, negotiating and coordinating architectural/engineering, and construction contracts; serving as project contact for other agencies, the public, architects, engineers and contractors who do business with the Bureau; and administering the procurement process for architects, engineers and contractors. Work is performed under limited supervision.

Requirements

  • A Baccalaureate Degree in Architecture or a Baccalaureate Degree in Engineering.
  • Eight (8) years' experience in the design and construction of buildings.
  • Licensure as an Architect issued by the Maine State Board for Licensure of Architects, Landscape Architects and Interior Designers or licensure as a Professional Engineer as issued by the Maine State Board of Licensure for Professional Engineers.

Responsibilities

  • Develops design specifications, project plans, schedules, and cost estimates for building construction, alterations, and repairs to existing structures, in order to facilitate quality construction.
  • Writes Requests for Qualifications (RFQ) for professional services, and oversees or monitors interviews and other elements of the selection process for architects and engineers in order to engage the most qualified professionals.
  • Conducts and monitors bidding process including recording and evaluating bids and sub-bids in order to make recommendations for award of contracts.
  • Writes Invitations for Bids (IFB) and Requests for Proposals (RFP), reviews plans and specifications prepared by others in order to responsibly recommend construction contractors and proposed public improvements projects.
  • Negotiates, prepares, approves and researches design and construction documents on behalf of the Division in order to be in conformity with policies, regulations, Rules and Statutes.
  • Inspects facilities and reports on conditions of same in order to develop and present recommendations.
  • Collects data and develops reports in order to recommend capital improvement projects for the statewide capital plan.
  • Consults and confers with governmental officials, superintendents of schools, architects, engineers, contractors, suppliers, building committees, and in-house staff involved in planning and construction process in order to facilitate planning and construction.
  • Develops and maintains records of estimated and actual project costs in order to prepare and evaluate project budgets.
