Responsibilities

  • Provide budget analysis and financial support for government research, development, and acquisition efforts.
  • Assist in preparation of Planning, Programming, Budgeting, and Execution (PPBE), Program Objective Memorandum (POM), and Budget Estimate Submission (BES) documentation.
  • Develop and manage spend plans, budget justifications, and execution reports.
  • Track obligations, expenditures, and analyze unliquidated obligations (ULOs) and unsourced requirements (URRs).
  • Support contract award processes and purchase request packages.
  • Produce weekly, monthly, and annual financial deliverables.
  • Collaborate closely with program managers, acquisition specialists, and senior leadership.

Requirements

  • Bachelor's or Master's in Business, Accounting, Financial Management, or related field—or STEM degree with financial/project management experience.
  • 5+ years of financial analysis and budget execution experience (3+ years with an MS).
  • Experience with federal RDT&E funding and DoD appropriations.
  • Working knowledge of Government regulations and policy (FMR, FAR, OMB A-123).
  • Strong communication and presentation skills.
  • Proficiency in Microsoft Office (especially Excel, PowerPoint, and Word).
  • Active Secret clearance required.

Nice-to-haves

  • Prior experience supporting federal defense programs.
  • Familiarity with financial and acquisition systems such as DAI, CAT (Consolidated Acquisition Tool), SMART, EDA/WAWF, JICAP platform.
  • Experience managing multiple DoD appropriations (O&M, RDT&E, etc.).
