About The Position

The Assessor-Recorder-County Clerk (ARC) is recruiting for Appraiser Trainees who work in a training capacity while learning to apply appraisal principles and arrive at valuations for single residential and moderate sized multiple-unit residential properties for tax assessment purposes. Incumbents are responsible for gathering market and cost data; reviewing financial documents; performing field inspections of real property (land and buildings) and personal property (business equipment, fixtures, etc.); interviewing business and property owners, contractors, and realtors; explaining assessment laws, policies and procedures to the public; preparing appeals; representing the County before the Assessment Appeals Board and court hearings; and participating in training and review of Revenue and Taxation codes. All duties are performed in accordance with property tax laws.

Requirements

  • CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:
  • OPTION 1A completed/awarded bachelor's degree.
  • OPTION 2
  • Graduation from high school and a combination of higher education and/or relevant experience totaling four (4) years (experience must have been obtained within the last ten years) as one of the following:
  • A licensed real property appraiser (BREA Residential or higher), building cost estimator, accountant, or engineer.
  • A California real estate licensee engaged in buying, selling, or leasing real estate.
  • An Appraiser Aide/Technician or higher in a county or state office performing valuations for assessment purposes or the California State Board of Equalization.
  • An employee of an Assessor's office (other than Appraiser Aide/Technician or higher) or property tax department of the California State Board of Equalization except that such employment time shall be limited to qualifying for only 32 months of the four-year experience requirement. The remaining amount of time shall be accumulated by other relevant experience described above or by education in an accredited institution of higher education in the academic fields listed above.
  • A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
