About The Position

The Applications Development Project Manager is responsible for leading the planning, execution, and delivery of application development initiatives within a regulated healthcare IT environment. This role works closely with cross-functional technical teams and stakeholders to deliver secure, reliable, and compliant software solutions that support patient-facing functionality and secure information exchange. The ideal candidate is a hands-on project manager with strong application delivery experience who is comfortable leading technical teams, engaging deeply in requirements, and managing projects across the full software development lifecycle. Requirements

  • Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
  • Strong understanding of software development lifecycles (Agile, hybrid, or waterfall).
  • Hands-on experience using Agile delivery tools such as Azure DevOps, Jira, or similar platforms.
  • Proven ability to lead cross-functional technical teams and manage competing priorities.
  • Strong requirements analysis skills with a willingness to deep dive into technical and business details.
  • Project Management Professional (PMP) certification required.
  • Bachelor’s degree in a related field or an equivalent combination of education and experience and ten plus (10+) years of experience managing software development projects, preferably in healthcare or other regulated IT environments.

Nice To Haves

  • Experience supporting healthcare information systems, including patient-facing applications, secure messaging solutions, or interoperability platforms is preferred.
  • Familiarity with healthcare data standards or interoperability concepts, such as HL7, FHIR, C-CDA, APIs, or similar frameworks is preferred.
  • Software development or technical background is preferred.
  • Experience working in federal, public health, or other highly regulated environments is preferred.
  • Exposure to healthcare IT certification, compliance, or audit activities is preferred.
  • PMI-PBA certification, or willingness to obtain within 60 days of hire is preferred.

Responsibilities

  • Lead end-to-end project management for healthcare application development initiatives, including enhancements, integrations, and modernization efforts.
  • Develop and maintain project plans, schedules, budgets, and resource forecasts.
  • Coordinate and lead cross-functional teams including software developers, QA, security, operations, and external partners.
  • Facilitate requirements analysis and ensure business, clinical, and technical needs are clearly understood and documented.
  • Track project milestones, dependencies, risks, and deliverables; proactively manage issues and scope changes.
  • Communicate project status, risks, and forecasts to internal leadership and external stakeholders.
  • Apply Agile or hybrid SDLC methodologies and utilize delivery tools such as Azure DevOps, Jira, or equivalent.
  • Support subcontractor coordination, task tracking, and Statement of Work (SOW) activities as applicable.
  • Assist with time collection approvals, invoice reviews, and project reporting.
  • Ensure compliance with applicable federal, contractual, security, and organizational requirements.
  • Foster a collaborative, accountable, and delivery-focused team environment.
