About The Position

Working within the Information Technology Services (ITS) department within the Sheriff support team, the Applications Architect/Supervisor (AA/S) under general direction, incumbents are responsible for planning, leading and/or performing application requirements definition, system component mix and architecture definition, application design, application development, and system implementation. Responsibilities may also include the technical supervision of subordinate analysts and programming staff.

Requirements

  • Extensive experience in computer systems analysis, design, and programming and serving in a technical lead capacity over programming staff and/or programmer analysts which has led to the acquisition of the required knowledge, skills, and abilities.
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
  • At least two (2) years of recent experience in the following: Developing, testing and implementation of medium to large applications and systems in relevant tools such as: ASP.NET MVC, WEB API, Angular and C#; Microsoft SQL Server, SQL Server Reporting Services, Sybase; Microsoft Visual Studio; Securing mixed client applications, including desktop, web and mobile; REST-based Web Services, API, JSON, JavaScript, PHP, XML, UML, jQuery, Data Mining/Analysis, IIS Administration, Mobile application development, Content Management Systems (Joomla, WordPress, etc.).
  • Ability to travel within the county to conduct studies or troubleshoot;
  • Ability to work long hours to resolve production problems or meet project deadlines;
  • Ability to work nights, weekends, and holidays on an on-call basis.

Nice To Haves

  • The ideal candidate will have five (5) years or more of experience in systems analysis, design, developing and supporting systems in Microsoft Visual Studio (2012-2017) and C#, current .NET frameworks (full, standard, and core), MVC Web Applications, Angular, Web Services, JavaScript, API, JSON, PHP, XML, Data Modeling, SQL Server, Sybase, IIS Administration, Azure DevOps, Microsoft SQL Reporting Services, VBA, GIT, ActiveX, jQuery, and a Bachelor's degree or higher in Information Systems, Computer Science, or a related field is highly desirable.
  • The required knowledge, skills, and abilities also can be obtained by possession of a Bachelor's degree in Information Systems, Computer Science, or a related field and three (3) years of systems analysis, design and programming experience; or, one (1) year of experience as an Information Systems Analyst, or Data Systems Analyst within the County of Ventura, Information Technology Services Department. Additional years of qualifying experience may be substituted for the college education on a year for year basis.

Responsibilities

  • Partners with Public Safety agency representatives to identify business needs, research & implement solutions;
  • Develops and architects system solutions recommending the appropriate mix of current technologies to customer departments and internal management;
  • Serves as lead in performing research, requirements definitions, analysis, development, acquisition, and implementation of hardware, software, and applications systems;
  • Plans, organizes, directs, monitors, and evaluates the performance of assigned project team members;
  • Prepares progress and status reports for internal management and customer departments;
  • Coordinates project development and system maintenance requirements with users, other IT Services staff, vendors and outside agencies;
  • Ensures Service Level Commitments (SLCs) are being met for areas of responsibility;
  • May supervise one or more subordinate staff;
  • Performs other related duties as required.
