About The Position

The State of Ohio is seeking an IT Consultant 2 to support the OFCC application development group in the modernization of the CMW system, migrating from Perl/MySQL to Java/React/MariaDB on an AWS platform. This role requires strong hands-on development expertise combined with technical leadership, mentoring, and modernization experience.

Requirements

10+ years expertise in Perl (all versions)
10+ years experience with Java & React (Full Stack)
10+ years experience with MySQL / MariaDB
Strong experience in application modernization
Experience designing and executing test plans for Java applications
Hands-on experience with AWS or Azure
Excellent communication, problem-solving, and risk analysis skills

Nice To Haves

Construction Management domain experience
Experience resolving complex technical risks and issues
Strong testing, modernization, and cloud migration background

Responsibilities

Provide expert technical guidance and validate project deliverables (requirements, test results, designs)
Mentor development teams and create high-level technical documentation
Analyze business operations and recommend technical/process improvements
Translate business needs into clear technical requirements and performance standards
Develop modernized application components as needed
Perform peer reviews and participate in pair programming
Plan, execute, and review System Testing and User Acceptance Testing (UAT)
Troubleshoot risks and resolve complex development issues
Leverage AI tools to support application development and testing
