Position Overview: The Application Development Manager for Billing Systems & Operations will manage a diverse team of Q/A Testing Staff, Developers and Administrators that will be responsible for all technical aspects of system administration, development and integration of our internal BSS/OSS platform. The role will interface with multiple internal teams to facilitate enhancement requests and initiatives that will bring new functionality to our current business model.

  • Full system administration of our main BSS/OSS platform as well as additional integrated systems. Including backup plans, replication, security and system hardware.
  • System maintenance and patching for both the OS, system applications as well as the BSS/OSS platform.
  • Administer and refresh multiple application environments for Development, Training and Special projects.
  • Design, implement and maintain integration points for usage-based rating products that are ingested into the main BSS/OSS platform.
  • Assist with system migrations that require data extraction, formatting and transformation to import into our systems.
  • Implement and maintain proprietary socket and HTTP Post integration points for provisioning of our different service offerings. This includes designing XML formats based on internal file structures and enabling trigger points based on expected behavior.
  • Assist with design and implementation of external applications that utilize the proprietary APIS and Web Services of the main BSS/OSS platform.
  • Develop custom processes / applications that provide new features and enhancements for the BSS/OSS platform. This includes but not limited to: custom reporting, mass system adjustments, custom user interfaces and monthly financial processing.
  • Manage, direct and coach the career goals and personal development of 6-8 Q/A Testing resources, Developers and Administrators.
  • Present practical input for strategic resource decisions and project team assignments.
  • Comply with, and model, company best practices internally and externally.
  • Contribute on multiple projects while collaborating with a team of experienced and diverse Business Analysts, Developers and Project Managers; striking a balance between project work and business operations.
  • Supports new project scoping as needed, including estimates and architectural designs.
  • 7-10+ years of relevant professional experience.
  • Preferred at least 5 years’ experience in a mentoring capacity.
  • Knowledge of professional software engineering practices & best practices for the full software development life cycle, including Agile, coding standards, code reviews, source control management, build processes, testing, and operations.
  • Experience deploying and maintaining production applications, different environments, code promotion and release processes.
  • Experience with Ruby, Ruby on Rails, Perl, JavaScript, Git and relational databases is required.
  • Outstanding written and verbal communication - clear, concise, compassionate.
  • Experience with NetCracker ICOMS Required.
  • Proficiency/Certifications with Server Administration and Management of IBM iOS, Unix, and/or Linux systems.
  • Experience with Cyber Security requirements and implementation of safeguards.
  • Proficiency with SQL (DB2), RPG, and CL programs required.
  • Experience with Telephony Mediation and Rating preferred.
  • Experience with MS SQL Server SSIS, SSRS & SSAS preferred.
  • Experience with XML, HTML & Javascript preferred.
  • Experience and/or understanding of BSS/OSS integrations with ERP systems.
  • Bachelor’s degree in Computer Science, Software Engineering, or a related field.
