About The Position

Working under the CIO, the candidate will actively lead the delivery of tasks/activities and associated deliverables. This includes managing, coordinating, and writing Advance Planning Documents (APDs), collaborating with client project teams, and engaging with the Centers for Medicare and Medicaid Services (CMS) State Representative. The role requires managing client relationships, developing client deliverables, providing recommendations on critical business decisions, and ensuring project processes are executed. The candidate will also participate in meetings, communicate project status, and develop reports for clients and federal government as required.

Requirements

  • Minimum of 6 years' experience as a business analyst with, or consultant to, State Health Programs (e.g. Medicaid).
  • Minimum 3 years of experience supporting large, complex Medicaid system implementation projects and/or Medicaid business operations.
  • Minimum 3 years of experience with elicitation and verification of business requirements.
  • Minimum of 5 years Medicaid Management Information System (MMIS) APD development and maintenance processes; federal grant, or federal funding requests, management, or status reporting experience with a state or federal agency.
  • Undergraduate degree or 4 years additional relevant experience.
  • Strong customer service attitude.
  • Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director's Letters, and APD Submission Requirements.
  • Three or more years' experience working collaboratively with CMS State Representative or equivalent federal agency.
  • Understanding of State procurement processes.
  • Ability to communicate succinctly and accurately in written and verbal English.
  • Experience and skill in the development and maintenance of Microsoft Project schedules.
  • Ability to review deliverables and processes for quality and completeness.
  • PMI Certified Associate in Project Management (CAPM) or Project Management Professional (PMP).

Nice To Haves

  • Experience with cost benefit analysis.
  • Expertise in MS Office, especially MS Excel.
  • Prior experience with Advance Planning Documents (APDs).

Responsibilities

  • Manage, coordinate, and write APDs, including Planning, Implementation, Operational, As Needed, and Annual APDs.
  • Collaborate with client project teams in understanding APD requirements specifically related to As Needed APDs.
  • Participate in and/or facilitate engagement with CMS State Representative to deepen or further develop a collaborative working relationship.
  • Manage client relationship and expectation management including working daily with key client leadership.
  • Develop client deliverables in accordance with project requirements and company documentation standards.
  • Provide recommendations to the client on critical business and project decisions.
  • Ensure that all project identified processes and methodologies are executed and followed as applicable.
  • Participate in meetings and communicate complete and accurate project status reports, risks, and issues to the Client Partner and Client, as appropriate.
  • Participate in project and other stakeholder meetings, as needed.
  • Develop and submit reports as needed to the client and federal government.
