About the position

Athenix Solutions Group is seeking mission oriented, experienced candidates for the position of Collection Manager. The position requires an extensive knowledge of the Intelligence Community (IC) and its objectives, and preference will be given to candidates with experience managing or supporting Human Intelligence (HUMINT) operations or conducting all-source intelligence analysis. The primary function of a Collection Manager is to research, develop, draft, coordinate, monitor, and task complex HUMINT collection requirements. They evaluate reports for completeness, validity, relevance, and quality and support the identification of targets of operational interest while providing collection guidance and identifying any reporting concerns. They also review, coordinate, and approve report dissemination and provide guidance on report writing tradecraft. They help drive collection from a strategic and programmatic basis and establish best practices for disseminating information from internal collections, engaging in the full-life cycle of collection operations. Successful Collection Managers develop and use advanced queries to provide collection metrics in support of analytic products and provide collection capability training to junior analysts. They possess specialized HUMINT collection management skills and a working knowledge of SIGINT, OSINT, and other intelligence collection management. They have excellent written and oral communication skills and collaborate closely with government and contractor personnel.

Responsibilities

Requirements

  • Three years of relevant experience.
  • Active TS/SCI security clearance with polygraph.
  • Understanding of the Collection Manager role in the collection cycle.
  • Bachelor’s degree or equivalent experience supporting HUMINT operations.
  • Excellent critical thinking skills, high attention to detail, and sound operational judgement.
  • Strong organizational, writing, interpersonal, communication and briefing skills.
  • Demonstrated experience conducting intelligence research and analysis.
  • Experience performing the full range of case management and desk responsibilities.
  • Experience evaluating intelligence for completeness, validity, relevance, quality, and sensitivity.
  • Experience identifying targets of operational interest.
  • Experience writing requirements.
  • Experience guiding collection and dissemination of information.
  • Experience supporting the identification of targets of interest.
  • Experience providing tailored collection guidance.
  • Experience supporting operational activities related to the assigned portfolio.
  • Experience responding to/initializing communications to other offices.
  • Experience drafting reviews, talking points, requirements, MOCs and MOFAs, and spot reports.

Nice-to-haves

  • Client certification as a Collection Management Officer (CMO).
  • Familiarity with the customer's messaging system.
  • Experience using client-specific databases.
  • Experience with client-specific processes to communicate with overseas offices.
  • Overseas experience supporting collection operations and information sharing in high threat areas.
  • Foreign language skills.
