About The Position

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE ASSOCIATE CONTRACT SPECIALIST CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY. Division/Program Summary: Within the Office of External Affairs is the Bureau of OEA Administration. OEA Administration handles Personnel Actions, Contracts & Procurement and Budget. OEA Administration liaises with the Community Affairs unit within the Bureau of Government Affairs which is responsible for channeling public health information to and from elected officials, community-based organizations, community boards and the general public. Position Summary: Reporting to the Director of Contract and Procurement, the Associate Contract Specialist will work closely with various bureaus within the Office of External Affairs to identify and pursue new services or projects that require contracts. The specialist will assist in drafting, reviewing, and managing a variety of contracts to support these initiatives. In addition to contract drafting, the specialist will be responsible for performing a range of tasks related to contract management and procurement, ensuring compliance with established policies and procedures while fostering effective collaboration across teams.

Requirements

  • 1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or 2. A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or 3. Education and/or experience equivalent to "1" or "2" above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in "1" above. However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in "1" above.

Responsibilities

  • Coordinate contract processes with bureau project managers, directors, and Agency Chief Contracting Officer to ensure contract and procurement actions are submitted on time, from contract drafting to registration.
  • Review and evaluate contract budgets, ensuring that all contractors invoices are submitted and processed promptly for payment.
  • Manage and track the division’s contracts expenditures, ensuring compliance with the maximum reimbursable amount.
  • Establish and maintain strong relationships with contractors, to ensure compliance with agency requirements and federal, state and city regulations.
  • Assist and guide project managers and directors in revising, editing, and preparing contract bids to ensure accuracy and compliance with agency standards.
  • Consults with and advises the Agency Chief Contracting Officer and bureau on issues relating to procurement actions, including decisions for the most cost-effective method for obtaining goods and services.
  • Assist with submitting procurement requisitions as needed, ensuring that all necessary documentation is completed and submitted.
  • Performs special projects and related work as required.
