About The Position

The NYC Department of Design and Construction, Law Division is seeking a Staff Analyst. The selected candidate will be expected to verify award funding in the City budget in consultation with DDC's Deputy Program Director, DDC's Budget Finance Office and NYC Mayor's Office of Management and Budget (OMB). The candidate will guide funding recipients through the reimbursement process, including all the stages of each project: budget preparation, contract registration, and reimbursement. They will inform funding recipients and their consultants, OMB and relevant elected officials about the status of their NRP project(s). Additionally, the candidate will assist DDC Law Attorneys with the provision of the necessary information and documents to prepare the legal agreements necessary for each project. The role involves working closely with funding recipients to collect all the information and records needed in support of the preparation of the legal agreements for each NRP project and to ensure compliance with the City's capital eligibility rules. The candidate will ensure that funding recipients properly comply with the submission of necessary information and records for each stage of an NRP project, including the proper submission of information and records onto the City's vendor integrity database, referred to as PASSPort, and other City and State databases. They will create, prepare, and maintain existing and new Excel spreadsheets, as well as maintain program related database(s). The candidate will respond to emails, meeting requests and telephone inquiries, collect and evaluate all documentation submitted as part of the project approval, contract registration and payment requisition process, and coordinate with OMB, DDC Law Attorneys, DDC's Agency Chief Contracting Office staff, DDC's Budget and Finance Analysts, DDC's Engineering Audit Office and any other relevant oversight office to ensure that NRP projects are properly progressing. The candidate will perform all related work, as required by DDC Law and the program's oversights.

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school.
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research.
  • An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described above.
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described above.
  • A combination of education and/or experience equivalent to the above.
