Position Summary: The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policy‑compliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services. The Analyst (Levels I-V) conducts organizational assessments, evaluations, and technical analyses to improve management efficiency, program performance, and decision‑making for DSCA tasking. Responsibilities include designing processes, compiling operational guidance, performing data analysis, and producing clear, evidence‑based reports and recommendations that support program design, monitoring & evaluation, and policy‑compliant implementation.

Requirements

  • Bachelor's degree in public policy, economics, statistics, international affairs, data science, management, or related field.
  • Experience commensurate with level (Basic/Intermediate/Advanced): typically 0-3 years (Level I/Basic) up to 7+ years (Advanced) performing program analysis, organizational assessments, or monitoring & evaluation.
  • Strong analytical and problem‑solving skills, including experience with quantitative and qualitative methods, data cleaning, and basic statistical analysis.
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word) and familiarity with data visualization or analysis tools (e.g., Tableau, R, Python, STATA) as appropriate to level.
  • Excellent written and oral communication skills; demonstrated ability to produce clear reports and brief senior stakeholders.
  • Ability to work both independently and collaboratively in multi‑disciplinary teams and to meet strict deadlines.
  • Eligible for or holding required security clearance as specified by task orders.

Nice To Haves

  • Master's degree in an analytic discipline (public policy, data science, economics, program evaluation) or related advanced credential.
  • Experience supporting DSCA or security cooperation program requirements and working within Government collaboration platforms
  • Professional certifications such as PMP, or equivalent technical credentials.

Responsibilities

  • Conduct organizational assessments, evaluations, and work‑flow analyses to identify inefficiencies and improvement opportunities
  • Collect, clean, and analyze quantitative and qualitative data to support AM&E, performance monitoring, and programmatic decision‑making.
  • Develop process maps, standard operating procedures, and operational manuals to document and standardize best practices.
  • Produce concise, well‑documented deliverables: technical reports, briefings, executive summaries, and recommendations that meet Government standards for accuracy and style.
  • Support development of performance indicators, monitoring plans, and data collection instruments tied to task objectives and Title 22/other authorities as applicable.
  • Coordinate with subject matter experts, program managers, and client CORs to clarify requirements, validate findings, and incorporate feedback.
  • Maintain program documentation and upload deliverables to Government repositories (e.g., SharePoint) in accordance with data management and security requirements.
  • Contribute to task planning and estimation by providing analytic approaches, staffing needs, and technical input for proposals and task orders.
  • Apply quality control practices: peer review analyses, check data integrity, and implement corrective actions to maintain product accuracy.
