The Mayor's Office of Management and Budget (OMB) is the City of New York's chief financial agency. OMB's staff of analysts and experts assembles and oversees the City's expense and capital budgets, which fund the activities of approximately 90 City agencies and entities. The Community Development Block Grant - Entitlement and Disaster Recovery (CDBG-EDR) Unit oversees the City's Community Development Block Grant awards, which are administered by the U.S. Department of Housing and Urban Development (HUD). Congress established the CDBG Entitlement program in 1974 to provide annual grants for housing, economic development, and other projects that principally benefit low- and moderate-income persons. The City uses CDBG funds for various activities such as housing code enforcement, emergency housing repairs, public services (e.g., day care, recreational activities, senior services), historic preservation, planning activities, etc. The CDBG - Disaster Recovery (CDBG-DR) program provides funding to address a wide range of needs following presidentially-declared disasters. The City currently manages CDBG-DR allocations related to Hurricanes Sandy and Ida. Funded programs focus on disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and making the City more resilient to the impacts of climate change. The CDBG-EDR Fiscal Unit oversees the budgets for each grant including participating in the City's four-phase budget cycle; monitors expenditures using the City's Financial Management System (FMS); seeks federal reimbursement for eligible expenditures; coordinates and prepares financial reporting to the federal government; and confirms that the City meets various thresholds applicable to the grants.
