The Analyst Finance supports El Paso Electric’s Renewable Project Development group within Business Development. This role is accountable for end-to-end financial stewardship across development, construction, contract administration and early operations phases of renewable generation and storage projects (e.g., solar, wind, battery energy storage systems). Core responsibilities include invoice tracking, annual O&M and Capital budget management, monthly reforecasting, contract management and compliance, lien waiver administration, and KPI development/maintenance. The analyst applies regulated utility finance concepts (Revenue Requirements, Cost of Service) and performs LCOE/LCOS analyses to inform investment decisions and competitive RFP bid proposals for additional capacity resources.

Requirements

  • Bachelor’s degree in Finance, Accounting, Economics or related field.
  • 3 years or more experience required.
  • Proficiency in financial modeling, budgeting/forecasting, and variance analysis.
  • Working knowledge of regulated utility finance (Revenue Requirements, Cost of Service) and LCOE/LCOS methodologies.
  • Strong Excel skills (advanced formulas, pivot tables, scenario analysis); experience with Power BI or similar BI tools.
  • Excellent communication, organization, and stakeholder management skills; ability to translate complex analyses into clear actions.
  • Experience with renewable generation and battery energy storage projects.
  • Familiarity with ERP systems (SAP/Oracle), project accounting, and contract management tools.
  • Understanding of FERC/PUCT/NMRPC market basics and utility regulatory frameworks.

Responsibilities

  • Track, validate, and process all project-related invoices; reconcile against purchase orders, contracts, and Procore.
  • Maintain and monitor annual O&M and Capital budgets; prepare monthly variance analyses, accruals, and reclasses with Accounting.
  • Lead the monthly reforecast cycle (cash flow, CapEx, OpEx) for active and pipeline projects; align forecasts with schedule updates and risk registers.
  • Administer lien waivers for progress payments; ensure alignment with pay applications and subcontractor status.
  • Own project financial closeout packages, including actuals vs. budget reconciliation and lessons-learned cost drivers.
  • Maintain the contract register (scope, pricing, milestones, change orders, LDs, insurance, bonding) and track compliance across vendors/contractors.
  • Coordinate with Legal and Procurement to ensure milestone validation before payments; flag non-compliance and support remediation plans.
  • Prepare audit-ready documentation and support internal/external audits (financial, compliance, regulatory).
  • Design, implement, and maintain a KPI dashboard (Power BI/Excel) covering cost, schedule, quality, safety, and compliance signals.
  • Establish data governance for master data, chart of accounts, project coding, and mapping across ERP and BI systems.
  • Build and maintain Revenue Requirements and Cost of Service models (capital structure, rate base, depreciation, taxes, O&M).
  • Perform LCOE (Levelized Cost of Energy) and LCOS (Levelized Cost of Storage) analyses with scenario/sensitivity modeling (CapEx, WACC, degradation, dispatch profiles, incentives).
  • Translate results into decision support for Investment Committee and executive briefings.
  • Lead the financial workstream for RFPs targeting additional capacity resources; complete bid forms, pricing models, risk adjustments, and narrative sections.
  • Coordinate cross-functional inputs (engineering, regulatory, operations, supply chain) to deliver compliant, competitive bids.
  • Partner with project managers, engineers, and operations to align financials with scope, schedule, and performance goals.
  • Identify process improvements (automation, templates, BI enhancements); implement control-strengthening initiatives and document SOPs.
