About The Position

Court Programs and Innovation (CPI) is part of the Office of the State Court Administrator (OSCA) within the Oregon Judicial Department (OJD). CPI provides leadership and direction to help advance OJD’s communication, information sharing, policy development and coordination, and to promote strategic decision-making and effectiveness. CPI’s Office of Education, Engagement, and Inclusion (OEEI) serves as the center for judicial and staff education and works to promote and foster an inclusive and just court system that provides fair and respectful court experience for court users, staff, and judges. Requirements

  • Bachelor’s degree in business, court administration, public administration, or a related field.
  • At least five (5) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
  • Any combination of education and experience equivalent to nine (9) years that typically supports the knowledge, skills, and abilities required for the position.

Nice To Haves

  • Experience accomplishing work through developing collaborative relationships with internal and external stakeholders such as judges, staff, and legal system stakeholders.
  • Experience designing, implementing, and facilitating training for adult learners.
  • Experience using a learning management system, including to analyze data and run reports for the purpose of program evaluation.
  • Experience writing reports, policies, procedures, and other documents that provide analyses and recommendations.
  • Experience assessing training needs and developing proposals and projects to meet training needs.
  • Experience working in courts or court-adjacent systems.

Responsibilities

  • Analyze the statutory requirements and policy implications of Enrolled Senate Bill 710 (2025) and related legislation.
  • Develop and maintain implementation plans, timelines, and deliverables to meet statutory deadlines.
  • Lead complex policy analysis, conduct research, and draft internal policies, guidance documents, and technical instructions.
  • Collect and analyze data to support the implementation of SB 710, measure outcomes, prepare reports, and recommend process improvements.
  • Develop and deliver presentations and briefings to OJD leadership, legislative committees, and external partners.
  • Advise the Director of OEEI on emerging policy issues and trends.
  • Develop and deliver training for judges and support judge-led committees regarding continuing education for judges.
  • Assist the Chief Justice, State Court Administrator, and OJD upper-level management with performance measures and strategic planning initiatives.
  • Provide research and staffing support for the Oregon Supreme Court Council on Inclusion and Fairness (OSCCIF).
  • Facilitate a variety of meetings, advisory committees, work groups, and public forums.
  • Monitor compliance with statutory requirements, identify training needs, and assist with grant applications and budget proposals related to judicial education.
