About The Position

The Payroll Specialist Sr processes payroll for assigned departments, ensuring timely, accurate, and compliant employee compensation. Serving as a liaison with Payroll Shared Services, this role coordinates the submission, validation, and resolution of payroll issues. Responsibilities include reviewing timekeeping records, validating personnel transactions, preparing payroll inputs, and running reports to verify accuracy. The position also troubleshoots payroll inquiries and supports departmental staff with guidance on payroll systems and procedures. Strong attention to detail, organizational skills, and knowledge of payroll policies are essential for success in this role.

Requirements

  • Strong skills in Microsoft Office, accounting and payroll software (Kronos and Oracle Time & Labor), and other financial databases
  • Ability to apply experience and professional knowledge to carry out most assignments in professional area
  • Associate or bachelor’s degree in business, public administration, accounting, finance, information technology, statistics, human resources, or a related field (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of five (5) to seven (7) years of payroll professional related experience).
  • Minimum of 3 years of payroll experience

Nice To Haves

  • Bachelor’s degree in business, public administration, accounting, finance, information technology, statistics, human resources, or a related field
  • Four (4) plus years of accounting and payroll experience

Responsibilities

  • Serves as department liaison to Payroll Shared Services to ensure timely and accurate payroll processing in compliance with City-specific pay policies.
  • Review and validate employee timekeeping records and communicate payroll closeout procedures and deadlines to line managers to ensure timely approval of timecards and absence entries prior to submission to Shared Services.
  • Prepare and process payroll inputs, ensuring all data is complete and submitted in the required format.
  • Run and analyze payroll reports to identify discrepancies or errors; make corrections or escalate as needed.
  • Troubleshoot and resolve payroll-related inquiries from employees and departmental staff in a timely and professional manner.
  • Serve as a departmental resource for payroll policies, procedures, and system navigation.
  • Ensure compliance with internal payroll guidelines and relevant federal, state, and local regulations.
  • Maintain accurate payroll records and documentation for audit readiness and reporting purposes with Shared Services.
  • Collaborate with HR, Payroll Shared Services and other departments to resolve payroll and timekeeping issues.
  • Assist with training departmental staff or timekeepers on payroll processes, deadlines, and system updates that are aligned with Payroll Shared Services.
  • Participate in payroll system testing, updates, or process improvements and representing departmental needs as assigned.
