About The Position

Under general direction, to represent the Airport Director in matters concerning all operations of the airport; to supervise airfield operations for the Elko Regional Airport; to perform a broad range of inside and outside maintenance activities; to perform a wide variety of professional, administrative, analytical, and management support duties.

Requirements

  • Knowledge of: Principles and techniques of airport operations and administration.
  • Knowledge of: Pertinent Federal, State and local laws, codes, and regulations including FAA regulations, FAR Part 139, and FAR Part 107.
  • Knowledge of: Operational characteristics, services, and activities of airports.
  • Knowledge of: Sources of information related to a broad range of airport operations programs, sources, and functions.
  • Knowledge of: Public relations techniques and methods.
  • Knowledge of: Modern office practices, methods, and computer equipment.
  • Knowledge of: Operational characteristics of mechanical equipment and tools used in the maintenance and repair of buildings and building facilities.
  • Knowledge of: Basic building maintenance practices and procedures.
  • Knowledge of: Methods, procedures, tools, materials, and equipment used in airfield maintenance and construction.
  • Knowledge of: Operation and maintenance of airfield maintenance heavy equipment.
  • Knowledge of: Operational characteristics of a variety of light, heavy, automotive, and construction equipment.
  • Knowledge of: Organization and management practices as applied to the analysis and evaluation of airport programs, policies, and procedures.
  • Knowledge of: Safe driving principles and practices.
  • Skill to: Operate a variety of radio and communications equipment
  • Skill to: Operate hand tools, power tools, and mechanical equipment in a safe and efficient manner.
  • Skill to: Operate modern office equipment including computer equipment and software.

  • Ability to: Implement airport operations and maintenance plans.
  • Ability to: Plan, organize, develop and implement projects and programs with minimal supervision and direction.

  • Experience: Two years of progressively responsible maintenance experience, one year of which was performed in an aviation/airport related field including commercial, fixed base operator, and/or airline experience.
  • Training: Equivalent to two years of college with major course work in aviation management, business administration, or a related field.
  • License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license.
  • License or Certificate: Possession of, or ability to obtain, an Airport Rescue Firefighters Certificate.
  • Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, climb, and lift 100 lbs.; exposure to cold, heat, noise, outdoors, vibration, chemicals, flammable materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for shift work, on-call, stand-by, and emergency call.

Responsibilities

  • Exercises supervision in compliance with FAR part 139 and provisions of the Airport Certification Manual, Security Plan, Safety Plan, and other applicable rules and regulations.
  • Assist the Airport Director in ensuring and enforcing the airport's compliance with FAR Part 139, the provisions of the Airport Certification Manual including the Emergency Plan, the Security Plan, and all other Elko Regional Airport policies and procedures.
  • Promote safe operating practices and compliance with FAR Part 139 and Advisory Circulars; assist in conducting all FAR Part 139 required safety inspections; maintain records of discrepancies and all corrective action completed.
  • Close and open aircraft movement areas as conditions warrant; issue and cancel NOTAM'S as required; monitor airfield construction, maintenance, weather conditions, wildlife activity, and all other airside activities to ensure the protection of runways, taxiways, ramps, safety areas, and the safety of aircraft operations.
  • Perform a variety of semi-skilled and skilled work in the maintenance, repair and alteration of Elko Regional Airport buildings, facilities and fixtures, including carpentry, plumbing, roofing, painting, mechanical, and electrical trades work.
  • Operate trucks and a variety of heavy and complex airfield maintenance equipment; perform heavy manual labor during the repair and maintenance of airport grounds, facilities, and related equipment, including fencing, roadways, taxiways, lighting, runways, and ramps.
  • Assist in the painting of runways, taxiways, curbs, street and parking facilities; assist in sign fabrication and installation; lay out markings, pavement, and signs.
  • Participate in snow removal activities on a 24 hour/day, 7 day per week basis; operate snowplows, snow blowers, de-icing trucks, rotary brooms, and loaders; shovel snow from walkways and apply ice melt.
  • Monitor contractor and tenant activities on airport property for operational safety, security, and lease compliance; act as airport liaison with governmental agencies and tenants.
  • Participate in a variety of studies and special projects; collect, monitor and analyze data; assist in providing recommendations for improving operational efficiency.
  • Participate in the preparation and administration of assigned budgets; maintain and monitor appropriate expenditure controls as assigned.
  • Assist the Airport Director with correspondence, research, statistical analysis, and activity reports; conduct surveys and analyze specialized information.
  • Assume the duties of the Airport Director in his/her absence or as assigned during extended absences.
