About The Position

The Virginia Department of Aviation is seeking a forward-thinking, mission-driven Airport Engineer to enhance the safety, reliability, and innovation of airport infrastructure across the Commonwealth. This role involves guiding multimillion-dollar airfield improvement projects and serving as an engineering partner to Virginia’s 65 public-use airports. The engineer's expertise will directly shape the state's aviation system through tasks like runway rehabilitation, pavement evaluations, geometric design, safety area standards, and airport layout plan reviews. Collaboration with airport sponsors, consultants, contractors, and state and federal partners is crucial to ensure projects meet FAA design standards, deliver long-term value, and advance statewide aviation goals. The position requires a civil engineer with strong experience in pavement construction, inspection, and infrastructure project management. Responsibilities include conducting field inspections for airport capital improvement projects, providing technical guidance and oversight on construction and rehabilitation projects to ensure compliance with regulations and standards, and reviewing and approving engineering documents with a focus on pavement design, materials, grading, drainage, and site development. The role also involves responding to inquiries, attending various project meetings, processing grant agreements and reimbursement requests, maintaining project information in the Airport System Management (ASM) portal, monitoring project schedules, and building relationships with stakeholders.

Requirements

  • Experience conducting construction field inspections
  • Performing field surveys
  • Solid understanding of construction methods, materials, and techniques
  • Project management experience, including administration of grant-in-aid programs
  • Strong written and verbal communication skills
  • Proficiency in Microsoft Office, particularly Word and Excel

Nice To Haves

  • A bachelor’s degree in civil, electrical, industrial, or a related engineering discipline, or an equivalent combination of training and experience
  • Proficiency with field survey equipment and techniques
  • Experience with AutoCAD
  • A private pilot certificate or a Part 107 remote pilot license

Responsibilities

  • Serve as a trusted engineering partner to Virginia’s 65 public-use airports
  • Shape the backbone of Virginia’s aviation system, including runway rehabilitation, pavement evaluations, geometric design, safety area standards, and airport layout plan reviews
  • Collaborate closely with airport sponsors, consultants, contractors, and state and federal partners
  • Ensure projects meet FAA design standards, deliver long-term value, and advance statewide aviation goals
  • Conduct field inspections related to airport capital improvement projects, including pavement condition assessments, facility maintenance reviews, security evaluations, obstruction analysis, and general site inspections
  • Provide detailed technical guidance and oversight on assigned construction and rehabilitation projects
  • Ensure compliance with applicable state and federal regulations, industry standards, and agency policies
  • Review and approve construction plans, specifications, and engineering documents with a focus on pavement design, materials, grading, drainage, and overall site development
  • Respond to inquiries from project sponsors, engineering consultants, and partner agencies regarding program requirements and technical criteria
  • Attend planning meetings, predesign conferences, preconstruction meetings, periodic, job-site inspections, and final project walkthroughs for DOAV-funded projects
  • Process grant agreements, amendments, and reimbursement requests
  • Maintain project information in the Airport System Management (ASM) online funding portal
  • Monitor project schedules and progress
  • Build productive working relationships with airport staff, project sponsors, and consulting engineers
