About The Position

The Reno-Tahoe Airport Authority (RTAA) is seeking an experienced Airport Emergency Management Coordinator to join the Airport Operations and Public Safety department. Reporting to the Airport Safety Manager, the Airport Emergency Management Coordinator operates with a high degree of independence and professional discretion in developing, implementing, and sustaining a comprehensive airport-wide emergency management program. Under general policy guidance, this position independently leads the planning, implementation, and coordination of emergency readiness initiatives across airport operations and administrative functions. The role ensures a high level of preparedness for complex and evolving emergency scenarios and serves as a primary liaison internally within RTAA and externally to federal, state, and local agencies, private organizations, tenants, and community partners. Requirements

  • Bachelor's Degree from an accredited college or university in Emergency Management, Airport/Aviation Management, Homeland Security, Public Administration, or a closely related field.
  • Six (6) years of experience managing projects or programs in Emergency or Disaster Management. Experience must include research, analysis, training, and exercise development or closely related work. Experience in Airport, Airline, or Transportation environments is preferred.
  • Must possess a valid Driver's License with authority to drive an RTAA vehicle for the duration of appointment.
  • Completion of Incident Command System (ICS) certifications including ICS-100, 200, 700, 800.
  • Certified in the Homeland Security Exercise and Evaluation Program (HSEEP) methodology for emergency exercise development or demonstrate the ability to obtain certification within one (1) year of the date of hire as a condition of continuing employment.
  • Considerable knowledge of principles and practices of emergency management and preparedness.
  • Knowledge of commercial airport operations and/or Airport Authority organizational structures, procedures, and policies.
  • Knowledge of Federal regulations, guidelines, and directives relevant to emergency operations.
  • Considerable knowledge of FEMA, NIMS, ICS, and HSEEP principles.
  • Knowledge of safety policies, procedures, and practices, organizational development theory and practices.
  • Strong written and verbal communication skills.
  • Ability to respond quickly and calmly in stressful situations and emergencies.
  • Ability to work independently in the absence of supervision.
  • Ability to establish, maintain and foster effective working relationships with internal and external stakeholders.
  • Principles and practices of public sector administrative management, including personnel rules, cost accounting, budgeting, contract management, and employee supervision.
  • Knowledge of techniques and practices for efficient and cost-effective management of resources.
  • Skills in research, statistical analysis, and report presentation.
  • Knowledge of conflict resolution principles and practices.
  • Ability to remain in a stationary position for long periods of time, reach, bend, climb, lift, push, and pull items. May need to lift/move objects weighing 25lbs occasionally.
  • Work is performed mostly in an office environment and requires the ability to operate standard office equipment and keyboards. May experience inclement weather conditions outside when needed or when assigned to assist during an emergency. Must have the ability to traverse short or long distances when needed.
  • This position is deemed to be essential personnel as part of RTAA's Emergency Response Team and is required to respond to airport incidents as requested/required.

Nice To Haves

  • Experience in Airport, Airline, or Transportation environments is preferred.
  • Completion of ICS 300/400, IS2200, and experience using ICS in real-world scenarios preferred.

Responsibilities

  • Serves as the airport’s primary emergency management subject matter expert, independently coordinating emergency preparedness, response and recovery activities with Airport departments, tenants, and emergency response agencies (Reno Fire, Airport Police, FBI, TSA, FAA, NTSB, CDC, Air Carriers, Red Cross, etc.).
  • Directs and manages the Emergency Operations Center (EOC) during complex, multi-agency emergencies and major incidents, exercising advanced operational judgment to ensure effective staffing, interagency coordination, strategic resource allocation, and sustained incident support.
  • Develop, review, and update a variety of comprehensive emergency management plans and procedures including, but not limited to, the Airport Emergency Plan (AEP) and Continuity of Operations Plan (COOP).
  • Design, develop and facilitate emergency management training and exercise activities, in accordance with 14 CFR Part 139 and 49 CFR Part 1542 requirements. Training and exercises may include seminars, table-top, functional, and full-scale exercises supporting a multi-agency approach to planning, training, and providing emergency services.
  • Develop, administer, and evaluate the Multi-Year Training and Exercise Program and all associated coursework and materials affiliated with the program.
  • Leads After Action Reviews and produces After Action Reports and Improvement Plans to document observations and corrective actions following training or real-world incidents.
  • Supports continuity of operations planning, including identification of mission-critical functions and alternate operational strategies.
  • Leads outreach and engagement efforts to promote emergency preparedness, crisis management, and business continuity initiatives throughout the airport to enhance awareness and readiness.
  • Represents the airport as an emergency management professional at local, state, and regional emergency management-related meetings and community forums
  • Identifies, evaluates, and recommends technology, systems, equipment and training to improve and enhance the emergency preparedness of airport facilities, infrastructure and operations.
  • Assist Airport Safety Manager with reviewing safety hazards, conducting safety investigations, coordinating safety meetings, and other safety related duties.
  • Establishes and maintains effective working relationships with airport tenants, general public, co-workers, elected and appointed officials.
  • Research, analyze, and develop policies related to aviation with focus on airport emergency management and preparedness.
  • This position is deemed to be essential personnel as part of RTAA's Emergency Response Team and is required to respond to airport incidents as requested/required.
  • When needed, serve as the Airport Person-in-Charge (PIC).
