About The Position

The Airport Administrative & Program Compliance Manager provides senior-level administrative, financial, and operational support to the Airport Manager and plays a critical role in the business, regulatory, and public-facing functions of the airport. This position oversees airport financial management, grants, contracts, personnel administration, regulatory compliance, public engagement, and board coordination while supervising administrative and accounting support staff. The role operates with considerable independence and requires strong judgment, initiative, and cross-agency coordination.

Requirements

  • Bachelor’s degree in accounting, business administration, public administration, or a closely related field; and
  • Three (3) years of professional experience in finance, budgeting, or administration;

  • An equivalent combination of education and experience that demonstrates the required knowledge and abilities.
  • Must pass TSA required background check.
  • Knowledge of:
  • Government accounting, budgeting, and financial management principles.
  • Grant writing and grant administration.
  • Public personnel administration.
  • Computerized information systems, and data networks.
  • Aviation tenant, user requirements, and regulatory environments.
  • Ability to:
  • Analyze complex administrative and financial issues and implement effective solutions.
  • Work independently and exercise sound judgment.
  • Communicate effectively, orally and in writing.
  • Interpret and apply laws, regulations, labor agreements, and personnel rules.
  • Supervise, train, and evaluate staff.
  • Establish effective working relationships with public officials, tenants, agencies, and the public.
  • Operate standard and computerized office equipment.

Responsibilities

  • Coordinate and negotiate leases and rental agreements with aeronautical, commercial, and industrial tenants.
  • Assist in the development and administration of airport rates, fees, insurance coverage, and policies.
  • Assist the Airport Director with preparation of the annual airport budget, performance objectives, and financial reporting.
  • Monitor incoming invoices and receivables to Airport
  • Administer ground leases, capital improvement program (CIP) increases, landing fees, charter billing, tie-down tenants, refunds, and payments.
  • Serve as liaison for county, state, FAA.
  • Maintain records and prepare required operational, and regulatory reports.
  • Serve as liaison with the Federal Aviation Administration on planning, engineering, grants, and airport improvement projects.
  • Research funding sources, prepare grant applications, and administer awarded grants.
  • Coordinate with internal departments including Finance, Prosecuting Attorney, Property Management, Public Works, Personnel, and Information Services.
  • Coordinate installation and maintenance of data processing, mapping, and communications systems.
  • Plan, organize, and supervise clerical and accounting staff.
  • Participate in hiring, training, performance evaluation, discipline, and employee development.
  • Act as the Airport Personnel liaison to City Human Resources, administering personnel policies and in-house procedures.
  • Develop quality management initiatives, customer service training, and customer satisfaction surveys.
  • Serve as Airport Security Coordinator, managing the Airport Security Program, badging, badge audits, fingerprinting, background checks, and required training.
  • Serve as Civil Rights Coordinator for Title VI and ADA compliance.
  • Manage DBE and ACDBE reporting and public postings.
  • Maintain the Airport Emergency Contingency Plan.
  • Assist with the Stormwater Pollution Prevention Plan (SWPPP).
  • Assist with public records requests and regulatory compliance.
  • Manage airport advertising (digital and print), internal and external communications, and social media platforms (Facebook, Instagram, X).
  • Manage website content and posting of public notices, invitations to bid, and required legal notices.
  • Serve the traveling public in person and by phone.
  • Coordinate public engagement activities and special airport events, including: Family Fun Day, School field trips, Annual holiday dinner/board meeting, Terminal holiday decorations
  • Manage lost and found services.
  • Act as Airport Board Secretary. Prepare and publish monthly board meeting packages and distribute to media, board members, and interested parties. Post notices of regular and special meetings in compliance with the Open Public Meetings Act. Take and maintain official board meeting minutes.
  • Conduct annual rates and charges surveys and annual taxi agreements.
  • Place orders for janitorial, maintenance, operations, and ARFF supplies.
  • Maintain annual depredation permits and take sheets.
  • Perform related duties as assigned and represent the Airport Manager when required.
